  4. Loss Control Trending

  5. Why Loss Control Trending? Trending is a way to predict the future. The past will repeat itself. The past, “ unless a change is implemented ” history will repeat itself.

  6. Why Loss Control Trending? Trending is the most effective and most efficient method to develop goals. Most Effective: A clear predictor of the future to establish a target or goal. Most Efficient: Avoid spending resources in areas not specifically targeted.

  7. Areas for Loss Control Trending? Most Common Trending: Workers Compensation (Employee Injuries) Auto (Liability) and (Physical Damage) General Liability (injury to the public) Property (losses to county owned property) UNDESIRABLE TRENDS (LOSSES/INJURIES) CAN BE CHANGED .

  8. Trending Terminology: Frequency : The number of events that occur “by type” most often. Severity : The most costly event(s). Target : The goal(s) established to make a change. Impact : The overall results of the target.

  9. How do I determine my County’s Frequency and Severity TRENDS? There are several methods to obtain trending data but historical methods are normally best. The 2 best sources of historical data are loss histories and accident investigations. 1. Trending information can be developed from annualized loss histories (1, 2 or 3 years). 2. Trending Can be developed from Accident Investigation Reports.

  10. Develop a TREND. What causes your losses? Loss History (1, 2 or 3 years)  This looks at your history of losses  We look at “Frequency” trends (# of like accidents)  We look at “Severity” trends (Co$t of accidents)

  11. Develop a TREND. What Causes Your Losses? Summary of ACCIDENT INVESTIGATION reports.  This looks at your history of losses  We look at “Frequency” trends (# of like accidents)  We look at “Severity” trends (Co$t of accidents)

  12. Where is the “Frequency” Trend coming from? In 2011, county employees incurred 21 employee injuries. 2 cuts 7 strains from lifting 1 material in the eye 2 auto accidents 5 slips trips and falls 1 dog bite 1 bee sting 1 miscellaneous 1 repetitive motion carpal tunnel injury

  13. Where is the “Frequency” Trend coming from? In 2012, county employees incurred 29 employee injuries. 4 cuts 9 strains from lifting 1 material in the eye 3 auto accidents 8 slips trips and falls 1 dog bite 1 poison ivy 2 miscellaneous 0 repetitive motion carpal tunnel injury

  14. Where is the “Frequency” Trend coming from? In the first six months of 2013, county employees incurred 19 employee injuries. 2 cuts 8 strains from lifting 0 material in the eye 3 auto accidents 5 slips trips and falls 0 dog bite 0 bee sting 1 miscellaneous 0 poison ivy 0 repetitive motion carpal tunnel injury

  15. Where is the “Frequency” Trend coming from? In the thirty months from 2011 to 2013, county employees incurred 69 employee injuries. 8 cuts 24 strains from lifting 2 material in the eye 8 auto accidents 18 slips trips and falls 2 dog bites 1 bee sting 4 miscellaneous 1 poison ivy 1 repetitive motion carpal tunnel injury

  17. Where is the “Frequency” Trend coming from? In the thirty months from 2011 to 2013, county employees incurred 69 employee injuries. #1 24 strains from lifting #2 18 slips trips and falls #3 8 auto accidents #4 8 cuts #5 4 miscellaneous #6 2 dog bites #7 2 material in the eye #8 1 bee sting #9 1 poison ivy #10 1 repetitive motion carpal tunnel injury

  18. Based on the “Frequency” summary, WHERE are the Trends coming from? #1 24 strains from lifting #2 18 slips trips and falls #3 8 auto accidents #4 8 cuts #5 4 miscellaneous #6 2 dog bites #7 2 material in the eye #8 1 bee sting #9 1 poison ivy #10 1 repetitive motion carpal tunnel injury

  19. Test Question: Based on the “Frequency” summary, WHERE should we focus our targeted loss control and safety efforts? A. Implement a dog bite awareness training program. B. Implement a fire extinguisher safety training program. C. Conduct safety inspections of all county buildings. D. Implement a lifting safety training program.

  20. Test Question: Based on the “Frequency” summary, WHERE should we focus our targeted loss control and safety efforts? A. Implement a lifting safety training program. Always target and focus your efforts on the top 1, 2 or 3 most often (Frequency) trends: #1 24 strains from lifting #2 18 slips trips and falls #3 8 auto accidents

  21. Where is the “Severity” Trend coming from? In 2011 , county employees incurred 21 employee injuries costing $286,155 2 cuts $275 7 strains from lifting $129,450 1 material in the eye $100 2 auto accidents $33,500 5 slips trips and falls $110,200 1 dog bite $150 1 bee sting $100 1 miscellaneous $400 1 repetitive motion carpal tunnel injury $11,980

  22. Where is the “Severity” Trend coming from? In 2012 , county employees incurred 29 employee injuries costing $293,925 4 cuts $1,500 9 strains from lifting $220,500 1 material in the eye $100 3 auto accidents $4,300 8 slips trips and falls $65,200 1 dog bite $150 1 poison ivy $75 2 miscellaneous $2,100 0 repetitive motion carpal tunnel injury $0

  23. Where is the “Severity” Trend coming from? In the first six months of 2013 , the county employees incurred 19 employee injuries costing $228,050. 2 cuts $750 8 strains from lifting $156,200 0 material in the eye $0 3 auto accidents $34,300 5 slips trips and falls $35,900 0 dog bite $0 0 bee sting $0 1 miscellaneous $900 0 poison ivy $0 0 repetitive motion carpal tunnel injury $0

  24. Based on the “Severity “ summary, WHERE are the Trends coming from? Total Incurred Incurred / Claim #1 24 strains from lifting $506,150 $21,090 #2 18 slips trips and falls $211,300 $11,739 #3 8 auto accidents $72,100 $9,013 #4 8 cuts $2,525 $316 #5 4 miscellaneous $3,400 $850 #6 2 dog bite $300 $150 #7 2 material in the eye $200 $100 #8 1 bee sting $100 $100 #9 1 poison ivy $75 $75 #10 1 carpal tunnel injury $11,980 $11,980

  25. What else will “Frequency” Trending tell us?  In 2011 the county employees incurred 21 employee injuries.  In 2012 the county employees incurred 29 employee injuries.  In 2013 (1 st 6 months) the county employees incurred 19 employee injuries and 38 employees injured annualized. Hint: 21 , 29 , 38 The Frequency or number of employee injuries are going UP.

  26. What else will “Severity” Trending tell us?  In 2011 the county employees incurred 21 employee injuries costing $286,155  In 2012 the county employees incurred 29 employee injuries costing $293,925  In 2013 (1st 6 months) the county employees incurred 19 employee injuries costing $228,050. ($456,100 annualized) HINT: $286,155, $293,925 , $456,100 The Severity of Costs are going up. Hint: 21 , 29 , 38 The Frequency or number of employee injuries are going UP.

  27. BOTH the Frequency and the Severity are going up! Now What? What Should you do? What Should the County commissioners, administrators, engineers, risk managers and designated safety persons do?

  28. Why Trending? Now What? What Should we do? Every employee in a public sector has a:  Moral - Responsibility to provide a safe work place  Social - Responsibility to provide a safe work place  Financial - Responsibility to provide a safe work place

  29. • Why Trending? • Now What? • What Should we do? Trending is a way to TARGET and focus our Goals and actions to Change the future and Impact the results. The past will repeat itself. The past, “unless a change is implemented” history will repeat itself.

  30. Take Aim and develop a “SPECIFIC TARGET” If a duck hunter shoots every shot he/she has and does not take specific aim, he or she will not hit any intended game and simply will not be successful. We often attempt to control the safety outcome with the same general principals as taking a shotgun approach and just shooting our entire efforts to reduce our exposures to loss. This too will not hit any intended goal and simply will not be successful.

  31. Take Aim and develop a “SPECIFIC TARGET” Goal Take aim at a specific target like a hunter with a scoped rifle. Put the crosshairs directly on the intended target and most often you will hit the mark and you will be successful. If we take aim at our specific Frequency and Severity causes, we will develop goals aimed at our Target and will hit the mark with our entire efforts and we will be successful at reducing our exposures to loss. Reduce your exposures and you will have fewer losses (Impact).
