1. Following policies are formulated for the sectors of education, vocational and skills development. 1.1 Strengthening of English teaching, trilingualism and allocation of marks for English speaking and listening skills at national GCE O/L examinations. 1.2 Teaching few selected subjects in the English medium at secondary level. 1.3 Setting up thousand well-equipped secondary schools with GCE A/L Maths, Science, Technology, Commerce and Arts streams which are equally distributed in all Divisions of the country to increase student population opting to do Science, Maths and Technology streams up to 40%. 1 .4 Introduction of Career Guidance at school level. 1.5 Enriching secondary school curricular by adding competency based components. 1.6 I ntroducing of Technology stream at GCE A/L. 1.7 A school based foundation program for Vocational and Technical education targeting students who do not qualify at GCE O/L and GCE A/L examinations leading to NVQ3 level (National Vocational Qualification) and guiding those students towards NVQ framework and skills development studies under 490 institutions of Youth Affairs and Skills Development Ministry. ( see attachments pages 8-9 ) 1.8 Collaboration between Ministries of Education, Higher Education, Youth Affairs and Skills Development, Productivity Promotion and world of work to promote seamless career path via lateral entry. 1.9 Introduction of soft skills development elements to Vocational Training curricular. 1.10 Promotion of public-private partnership in education and training 1.11 Promotion of multi skilled labour in training programs 1.12 “Entrepreneur studies” as a compulsory subject at GCE O/L 1.13 Development of 25 University Colleges to offer Diploma and Degree level courses in Technology for 30,000 youth by 2016. 2. The following policies are formulated to enhance the employability of youth 2.1 Establishment of one-stop career centers to provide information on training, career guidance, counseling and other employment related services. 2.2 Monitoring and quality assurance of other employment service providers. 2.3 To conduct special programs to bring vulnerable, disadvantaged and conflict affected youth groups to mainstream. 2.4 Steps will be taken to change the percentage of unskilled labour in the foreign job market (especially housemaids) to trained and skilled labour (as nurses and caregivers) Free Powerpoint Templates Page 6
3. Sectoral policies 3.1 Agriculture Sector 3.1.1 Promoting mechanization and modernization. 3.1.2 Improve ompetiveness and attraction to agricultural jobs 3.1.3 Value Addition and food processing 3.1.5 Promote export market 3.1.6 Develop entrepreneurial and practical skills amongst small farm households. 3.1.7 Encourage private sector investment in large and medium scale farming. 3.2 Agriculture Sector 3.2.1 Labour intensive industries will be given policy and fiscal support to penetrate foreign markets 3.2.2 Encourage shifting low value added labour incentive manufacturing to more capital and knowledge incentive manufacturing. 3.3 Tourism Sector 3.3.1 Investment promotion in the sector 3.3.2 Promotion of productivity and professionalism 3.3.3 Build world class centers for human resource development in hospitality business. 3.3.4 Hotel school and Ministry of Youth Affairs and Skills Development to start short term crash courses to supply for the demanded skills in fast developing tourist locations such as North and East . 3.4 ICT and BPO Sectors 3.4.1 New tax regime and fiscal incentives to generate high growth 3.4.2 Promote local ‐ foreign collaboration 3.4.3 Make ICT a common subject in secondary schools 3.4.4 Creation of an early staged investment fund to provide venture capital to new companies showing promise 3.4.5 Establishment of legal environment to enforce laws governing cyber security and intellectual property rights. 3.5 Health Services Sector 3.5.1 Orientation towards family medicine to manage emerging problems of non-communicable diseases and aging; especially in urban areas. 3.5.2 Supporting policy to improve the private sector. 3.5.3 Career progression structures for every category of health workers. 3.5.4 Encourage developing qualified health workers to foreign job markets 3.6 Construction and Infrastructure Development Sector 3.5.1 Increase training of youth significantly . 3.5.2 Deploy targeted, time-bound youth employment programs focusing on urban assets to supply employment situations. 3.5.3 Provide capacity building programs for Local Government institutions in areas of procurement, governance, asset creation and management.
