General Rules come into force January 1, 2018 except Tether Rule (October 1, 2018) § Many changes in the rules follow updates from IAAF § Some changes are administrative in nature § In this presentation generally the changes are in “ bold ” type face § ONLY MAJOR AND/OR IMPORTANT CHANGES ARE NOTED § Note while there are changes in other parts of the rule book (e.g., Indoor § competitions and road events) they are not included in this presentation. As not all rule changes are outlined in this presentation familiarise yourselves with § the new WPA Rule Book when it comes out.
WPA Competition Rules – Clothing Athlete Bibs Every athlete shall be provided with two bibs – Shall be worn visibly on breast and back except for Jumping Events where one bib may – be worn on the breast or back Note: one of the bibs issued shall be visibly displayed on the back of the racing – wheelchair, throwing frame and on the lateral side of the RaceRunning Frame WPA Rule 6.7
WPA Competition Rules – Clothing Eye Mask TO RE-EMPHASISE Athletes in Sport Classes T/F11 must have their eyes/eye cavities completely covered by – gauze patches or an equivalent material, and must wear approved opaque glasses or an appropriate substitute during all track and/or field events These opaque glasses or their substitute must completely cover the eyes of the – competitor and must be checked and approved by the responsible technical official and must in their opinion be effective in blocking out all light These opaque glasses or their substitute may be inspected again at any time, including – immediately before the start and/or after finish WPA Rule 6.18
WPA Competition Rules – Clothing Eye Mask NEW Note (i): eye patches must be worn from the time the athlete leaves the call room – through to the end of the event however the athlete may remove the eye mask (opaque glasses) between trials ( means field events ) WPA Rule 6.18
WPA Competition Rules – Clothing, shoes etc. Tether (NEW RULE) When competing with a guide-runner, athletes in Sport Class T11 and T12 shall be – guided through a tether. WPA Rule 6.19
WPA Competition Rules – Assistance Assistance – Track and Road Events – relating to T11/12 Tethered events § Note (ii): The pair shall retain the tether attachment from the start of the race, until – after the athlete finishes the race , except during the process of interchange of guide- runners. To ensure safety for all participants and officials – WPA Rule 7.9 (ii)

WPA Competition Rules – Track Events The Race - Lane Infringement (he shall not be disqualified if he) steps or runs outside his lane in the straight or outside the outer line of his lane on the bend, – with no material advantage thereby being gained and no other athlete being jostled or obstructed so as to impede his progress. If material advantage is gained, the athlete shall be disqualified. WPA Rule 18.5 Note Rules 18.5(a) and 18.6(b) need to be read together… an athlete does not have to “start and finish” in his lane…
Universal 4x100m relay Desired outcome: § Ø Increase NPC participation in Relay Events Ø Ensure a strong viable Relay Event
New Rule Team composition, running order and eligible Sport Classes for the Universal 4x100m § relay are stipulated as follows: Ø Two (2) male and two (2) female eligible athletes. Running Order Eligible Classes First Leg T11-13 Second Leg T42 – 47/T61 – 64 Third Leg T35 -38 Fourth Leg T33 - 34,T51- 54 Ø A maximum of two (2) athletes : T13, T46/47, T38, T54. Ø The remaining two (2) athletes will be selected from any of the other Sport Classes
New Rule § Ambulant relay races including the first and second take-overs in Mixed 4x100m relays Take-over zone shall be 30m long Ø
New Rule § For wheelchair relay races including the third take-over in the Mixed 4x100m relay Take-over zone shall be 40m long. Ø
WPA Competition Rules – Field Events Rule 24.8 – Completion of Trials § The Judge shall not raise a white flag to indicate a valid trial until a trial is completed. – The judge may reconsider a decision if he believes he raised the incorrect flag.
WPA Competition Rules – Field Events Time Allowed for Trials The official responsible shall indicate to an athlete that all is ready for the trial to begin, – and the period allowed for this trial shall commence from that moment. If after the time for a trial has begun, an athlete subsequently decides not to – attempt that trial, it shall be considered a failure once that period allowed for the trial has elapsed. WPA Rule 24.17
WPA Competition Rules – Field Events Time Allowed for Trials The following times shall not be exceeded. If the time is exceeded, unless a determination is made – under Rule 24.17, the trial shall be recorded as a failure: # of Athletes High Jump Other Ambulant Seated Throw Events Events More than 3 0.5 min 0.5 min 0.5 min 2 or 3 1.5 min 1 min 0.5 min 1 3 min - - Consecutive Trials 2 min 2 min 0.5 min Note: For Seated Throws Events, officials shall add an extra minute between the third and fourth throws. WPA Rule 24.17
WPA Competition Rules – Field Events Time Allowed for Trials Note (iii): When only one athlete who has won the competition remains in High Jump – is attempting a World Record or other record directly relevant to the competition, the time limit shall be increased by one minute to those set out above. Note (viii): In Seated Throwing Events, the time allowed shall begin from the moment – when the throwing implement has been presented to the athlete after the throwing frame has been fixed to the throwing circle and athlete has been positioned and strapped on that frame. WPA Rule 24.17
WPA Competition Rules – Field Events Seated Throwing Requirements The throwing frame may have a rigid vertical bar. The vertical bar must be a single, straight – piece of material without curves or bends, and with a cross-sectional profile that is circular or square, not oval or rectangular. It must not incorporate springs or movable joints or any other feature that could assist with – propulsion of the throwing implement. Note: no limit to length of vertical bar Note: nothing can be attached to the bar to assist an athlete other than tape and athletes in Class F31 - 33 and F51 - 53 who may have their non throwing hand affixed to the vertical bar WPA Rule 35
