SHIP Grant Eligibility All Critical Access Hospitals and small rural hospitals under 50 beds • A total of 64 Wisconsin hospitals are eligible applicants • In current grant year (16/17), 63 hospitals are receiving SHIP funds • Your hospital can (and should) apply every year • The applicant must have fully implemented HCAHPS and ICD-10. If they • are not implemented, funds MUST be used for HCAHPS or ICD-10, and cannot be used for other projects or purchases Applicant hospitals propose a project/purchase totaling $9,000 • The actual amount of the grant will depend on # of applicants. It is • usually around $8,500. Final grant amount is known in May 2017

General SHIP Info Timeline • SHIP applications were released (January 9 th ) • Applications due back to the WI-ORH by January 20, 2017 • This year, the application will be completed online using a survey link • The application is mostly fill-in-the-blank. Only a few sentences of text are required • WI-ORH is notified of the grant award in May 2017 • The funding year is June 1, 2017 – May 31, 2018

  4. How can you use SHIP funds? Two Choices *must choose one or the other Traditional Use of SHIP Funds You choose a $9,000 eligible project/purchase from a “menu” of eligible services • Complete the SHIP application by January 20, 2017 • WI-ORH will receive notification of SHIP award (and the final amount) in May 2017 • Funding award starts June 1, 2017 • You invoice WI-ORH for incurred expenses, and you are reimbursed • If you choose this option, your hospital is required to comply with UW Purchasing • rules- including signing a contract and completing several forms Rural Health Dashboard A collaboration with the WHA Information Center • Complete the SHIP application by January 20, 2017 • You receive your SHIP allocation in services (the Rural Health Dashboard project), not • reimbursed payments If you choose this option, no UW contract, paperwork or forms • are required

  5. What Can we Fund? SHIP Projects are grouped into Three Categories • Value Based Purchasing • Accountable Care Organization • Payment Bundling/PPS *you can choose projects in multiple categories. Total must not exceed $9,000

  6. What Can we Fund? Value Based Purchasing Options • Quality Reporting data collection: such as payment for your Core Measures Vendor • HCAHPS data collection: such as payment for your HCAHPS vendor • Efficiency or quality improvement training • A project/effort/expense that improves quality in your hospital

  7. What Can we Fund? Accountable Care Organization Options • Mobile Health Equipment installation/use • Community paramedicine • Pharmacy services implementation • Health Information Technology (HIT)

  8. What Can we Fund? Payment Bundling/Prospective Payment System Options • ICD-10 software • ICD-10 training • Efficiency or quality improvement training/project • Cost Reporting training/project

  9. These Expenses NOT Allowed • Staff salary/fringe • Travel expenses • Food, beverage, refreshments

Completing the SHIP Application • You must complete the on-line SHIP application, no matter if you choose the Rural Dashboard Project or choose a project of your own • Multiple people at your hospital may receive a copy of the electronic application. Make sure to coordinate! We only need one completed copy from each hospital. • You are required to report on the progress of your current SHIP project, so you will need to know who is currently overseeing your hospital’s SHIP grant *this does not apply if you are currently in the Rural Health Dashboard Project • Two “signatures” are required- the CEO and the SHIP Project Director (the person responsible for your proposed SHIP project). Electronic, typed signatures are acceptable

  12. Project Goals • Provide a data visualization tool that allows hospitals to access and interpret their data • Support high level analysis of different areas of hospital care and performance • Provide technical assistance to help hospitals better understand the data and how to use it

Rural Health Dashboard Overview • Data analytics and visualization tool – Rural Health Dashboard – Kaavio • Provides market share, service line and quality indicator data in a visual context • Exposes patterns, trends, and correlations in the following areas: – population health, utilization, patient access, geographic distribution and market share • Comparison of target hospital(s)

  14. Content • Seven Core Dashboard Pages: – Summary – Top Visit Categories – Top CPT Codes – Market Share – Financial Charts – Financial Detail – Quality

  15. Use Case #1 You are considering hiring an additional ENT specialist, but first want to examine the need in your area.

  16. Use Case #1 • Ability to change place of service • Customize service area by selecting specific ZIP codes • Statewide Market Share Measure • Direct peer comparison

  19. Use Case #3 What are the Top 10 most common procedures being performed in my emergency room? – How do charges for these procedures compare to other facilities in the area? Or system?

  20. Use Case #3 • Breakdown of revenue line charges for specific CPT codes • Examine cost and volume across different facilities

  21. Use Case #4 You are interested in understanding the payer mix over the past three years for inpatient services at your facility.

  22. Use Case #4 • Provides a direct peer comparison • Number of Visits vs Total Charges • Place of Service • Highlight, select, and include/exclude specific payer types

  23. Proposed Enhancements for 2017 • Secured Dashboards – ER Returns – Shared Patients • Discussion Board • Includes Upgraded Data • Updates to current dashboards based on feedback from participating hospitals

Data Requirements and Upgrades • Hospitals MUST continue to purchase data at their current levels – If a hospital does not currently purchase data, they must purchase data to participate • Participants data will be upgraded one level through the project – WHAIC Data Levels • Level 1: Fixed-Width • Level 2: Relational • Level 3: OHO (Other Hospital Outpatient) • Those already purchasing OHO data will receive a rebate or other additional benefit
