Schools FIRST Overview What is Schools FIRST? •  Schools FIRST (Financial Integrity Rating System of Texas), is a financial accountability system for Texas school districts developed by the Texas Education Agency in response to Senate Bill 875 of the 76 th Texas Legislature in 1999  The primary goal of Schools FIRST is to achieve quality performance and transparency in the management of school district financial resources

Overview Continued  Under School FIRST, every school district in Texas is required to prepare an annual financial management report that includes the following:  The district’s financial management performance rating for the current and previous year (prior year comparison)  Additional information required by the Commissioner of Education in 2007 (Title 19, TAC, Chapter 109) A Copy of the Superintendent’s Current Contract if Not  Posted on the District Website Summary Financial Disclosures Pertaining to the  Superintendent and the School Board

Overview Continued  Within two months of receiving the final financial accountability rating school districts are required to hold a public hearing for School FIRST and distribute the financial management report to attendees  2015-16 Ratings are Based on 2014-15 Data  Ratings are Published on TEA website  Rating Document is Referred to as the District Status Detail

Overview Continued Recent Changes to Schools FIRST Authorized by HB 5 in • the 83 rd Legislative Session in 2013  Implemented by TEA in August 2015, these Changes are being phased in over a 3 year period (currently in year 2)  Rating Year 2014-15 was based on 7 indicators and Rating Years 2015-16, 2016-17 and subsequent years will be based on 15 indicators  Rating Year 2016-17 will require higher scores than Rating Year 2015-16  School FIRST system now assigns an A through F rating to Texas school districts:  A = Superior  B = Above Standard  C = Meets Standard  F = Substandard Achievement

Reimbursements to be reported per category include: - Meals – Meals consumed off of the school district’s premises, and in-district meals at area restaurants (excludes catered meals for board meetings). - Lodging - Hotel charges. - Transportation - Airfare, car rental (can include fuel on rental), taxis, mileage reimbursements, leased cars, parking and tolls. - Motor fuel – Gasoline. - Other - Registration fees, telephone/cell phone, internet service, fax machine, and other reimbursements (or on-behalf of) to the superintendent and board member not defined above.
