  2. 3/12/2014 Part B Fiscal Monitoring Letters • First time OSEP has provided feedback for fiscal monitoring • All states have been waiting since 2009-10 • State was monitored on: – Obligation/Liquidation – Use of Funds – ARRA – Level of Effort – Procurement, Property, and Record Retention – Fiscal Monitoring Pennsylvania Department of Education 3 Bureau of Special Education OSEP Fiscal Monitoring • PA received one of the three first letters on December 3, 2012 • PA received no findings • All states will be posted on website: • http://www2.ed.gov/fund/data/report/i dea/partbfymltrs/index.html • Thanks to all of the IU’s!   3. 3/12/2014 Funding Commission Changes • Only applicable when there is an increase in the State Special Education line item • It could happen this year with a proposed $20 million dollar increase • Proposed using Act 16 School District and Charter School documentation with weighed categories – Example: Category 1 – student expenditure for special education services less than $25,000 Category 2- $25,000 to $50,000 Category 3- $50,000 and up Pennsylvania Department of Education 5 Bureau of Special Education Funding Commission Changes • Anything can change before the budget is signed • Just make sure your SD’s and CS’s know the importance of the Act 16 report in determining future funding • Make sure your SD’s and CS’s can back -up their Act 16 documentation • Auditors always follow funding Pennsylvania Department of Education 6 Bureau of Special Education 3
