  2. Marine litter – a growing global challenge § By 2050 more plastics in the Ocean than fishes? § Over 800 species are affected by marine litter § About 60-90% of marine litter consists of plastics § 20% sea based and 80% land based sources § Rapid growth of single-use plastics production and consumption § Challenges in finding suitable alternatives to single use § Inefficient waste management systems § Mismanaged waste pollutes air, soil, water and oceans § Plastic value chains are global, addressing marine litter requires an inclusive, coordinated global response Rethinking Plastics – Circular Economy Solutions to Marine Litter | 02.07.20 | Page 2

  3. Joining efforts for circular economy against marine litter Global 2017: § UN Ocean Conference (New York) § G20 Action Plan on Marine Litter (Germany) 2018: § G7 Ocean Plastic Charter (Canada) 2019: § UN Environment Assembly resolutions on marine litter, single-use plastics, solid waste management; § Basel Convention modifications Rethinking Plastics – Circular Economy Solutions to Marine Litter | 02.07.20 | Page 3

  4. Joining efforts for circular economy against marine litter EU, a systemic approach… 2015: § Circular Economy Action Plan 2018: § EU Plastics Strategy 2019: § Single use plastic directive (ban by 2021) § The European Green Deal Rethinking Plastics – Circular Economy Solutions to Marine Litter | 02.07.20 | Page 4

  5. Joining efforts for circular economy against marine litter ASIA 2018: § Singapore: East Asia Leaders’ Statement on Combatting Marine Litter § Indonesia (Bali): Regional Workshop “Managing Packaging Waste - Preventing Marine Litter” 2019: § Bangkok Declaration on Combatting Marine Debris in ASEAN region & ASEAN Framework of Action on Marine Debris Rethinking Plastics – Circular Economy Solutions to Marine Litter | 02.07.20 | Page 5

  6. Project objective To support a transition towards sustainable consumption and § production of plastic in East and Southeast Asia to contribute to a significant reduction of marine litter . § To strengthen EU cooperation with countries in the region in the areas of circular economy , plastic waste and marine litter reduction as outlined by the EU Plastics Strategy. 7. The project in brief § Commissioned by: European Union (EU), German Federal Ministry for Economic Cooperation and Development (BMZ) § Implemented by: GIZ and Expertise France § Partner countries: Indonesia, Vietnam, China, Philippines, Thailand , Singapore, Japan § Duration: May 2019 - April 2022 § Team § Regional team (based in Bangkok) § Country teams Rethinking Plastics – Circular Economy Solutions to Marine Litter | 02.07.20 | Page 7

  8. Areas of action – what we are doing 1) Enhancing the basis for policy dialogues between the EU, regional organisations and partner countries in East and Southeast Asia concerning plastic production and management, e.g. in the areas of environment, fisheries and industry 2) Implementing activities on managing plastic waste , including EPR and DRS schemes for packaging and plastic products, following the waste hierarchy 3) Implementing activities for sustainable consumption and production of plastic , including design for reuse and recyclability, standards for plastic recyclates as well as alternatives to plastics and the use of microplastics in products Rethinking Plastics – Circular Economy Solutions to Marine Litter | 02.07.20 | Page 8

  9. Areas of action – what we are doing 4) Enhancing efforts for the reduction of litter from sea-based sources , including port reception facilities for waste from ships, fishing-for-litter schemes, marine litter from aquaculture and fishing gear 5) Strengthening green procurement policies, processes and cooperation (Japan and Singapore only) 6) Increasing awareness of public authorities and citizens about sustainable consumption and production of plastic and the impacts of littering on the environment Rethinking Plastics – Circular Economy Solutions to Marine Litter | 02.07.20 | Page 9

  10. Contributing to national initatives (examples) § China: Opinion on ‘Further Strengthening Control of Plastic Pollution’ § Indonesia : Roadmap for Waste Reduction by Producers § Philippines : National Plan of Action on Marine Litter Thailand: Roadmap for Plastic Waste Management § 2018-2030 Vietnam : Initiatives on Extended Producer Responsibility § (EPR) Rethinking Plastics – Circular Economy Solutions to Marine Litter | 02.07.20 | Page 10

  11. Pilot Projects § To test new approaches or the up-scaling of existing best practices in the areas of action 2-4, the project will support selected pilot projects per country (China, Indonesia, Philippines, Thailand and Vietnam) with up to 180,000 EUR. § The start of the pilot projects is planned for August/September 2020 with a duration of up to 18 months.
