  3. Issues raised at meeting one 2 1 0 2 y l RMS to review alternatives for taking the north bound off ramp under u J 5 Kangaroo Valley Road and connecting to Kangaroo Valley on the 2 n other side. o i t a t n e s RMS to include pedestrian access on both sides of the Kangaroo e r p Valley Road bridge. p u o r g g RMS to review ways of reducing the footprint of the interchange (T- n i k junctions rather than roundabouts). r o w

  4. Issues raised at meeting one 2 1 0 2 y l RMS to demonstrate traffic movements for the Kangaroo Valley Road u J 5 interchange and Victoria Street for a typical morning commuter peak. 2 n o i t a t n e s RMS to provide traffic figures to the working group. Figures to highlight e r p any increased traffic impacts on local streets. p u o r g g RMS to provide visuals to the working group to demonstrate pedestrian n i k / cyclist connectivity across the bridge. r o w RMS to review moving the interchange further south.

  5. Issues raised at meeting one 2 1 0 2 y l RMS to consider how the design can be modified to limit the impact u J 5 on the eucalypts alongside the existing highway at Mark Radium Park 2 n – work in progress. o i t a t n e s RMS to consider need for northside ramps on Kangaroo Valley Road e r p interchange. p u o r g g RMS to consider cul-de-sac’ing of Victoria Street/elimination of two- n i k way arrangement adjacent to Mark Radium Park. r o w RMS to consider underpass from Mark Radium Park below Queen Street to new greenspace.

  6. Issues raised at meeting one 2 1 0 2 y l RMS to consider cul-de-sac’ing of Victoria Street/elimination of two- u J 5 way arrangement adjacent to Mark Radium Park. 2 n o i t a t RMS to review relocating the Kangaroo Valley Road interchange n e s further south of Berry. e r p p u o r g g n i k These were the two unresolved issues the last time we met. r o w

  7. Where we left off last time… 2 1 0 2 y l Kangaroo Valley Road Interchange u J 5 2 n o i t “The decision to either further investigate the relocation or a t n e to refine the RMS proposal will be made by the Minister for s e r Roads as part of his decision on the north & south costing p p u review.” o r g RMS Presentation Working Group Meeting 16 May 2012 g n i k r o w

  8. What has happened since… (Kangaroo Valley Road Interchange) 2 The NSW Government endorsed moving away from this arrangement 1 0 2 y l u J 5 2 n o i t a t n e s e r p p u o r g Huntingdale Park Road g realignment n i k r o w Off load ramp

  9. What has happened since… (Kangaroo Valley Road Interchange) 2 1 In favour of this arrangement (which was developed from a working group member 0 2 suggestion to take the ramp under the bridge and onto Kangaroo Valley Road). y l u J 5 2 n o i t a t n e Off load ramp under bridge s e r p p u o r g g n i k r o w Huntingdale Park Road as is

  10. Kangaroo Valley Road Interchange/Mark Radium Park Improvements made through working group… 2 1 0 2 y • Huntingdale Park Road remains as is, meaning two residences on Kangaroo Valley l u J Road remain intact. 5 2 • The off-ramp, noise wall and traffic will not rise up above the existing retaining wall. n o i t • The noise wall that would have effectively been built on top of the retaining wall a t n facing the houses on Huntingdale Park Road, is now much lower, down at the e s highway level (see cross section C, p.18 Urban Design report. e r p • The Kangaroo Valley Road bridge deck is wider than originally planned. p u o • The bridge deck has pedestrian walkways on both sides. r g g • The two Kangaroo Valley Road roundabouts have pedestrian facilities on 7 of 8 legs. n i k • Minimised impact on Mark Radium Park. r o w • Connected green arc from Mark Radium Park to Berry sports fields.

  11. What has happened since… (Kangaroo Valley Road Interchange) 2 Pedestrian arrangements have been incorporated into concept design 1 0 2 y l u J 5 2 n o i t a t n e s e r p p u o r g g n i k r o w

  12. Pedestrian facilities at roundabouts 2 1 0 2 y l u J 5 2 n o i t a t n e s e r p p u o r g g n i k r o w

  13. What has happened since… (Kangaroo Valley Road Interchange) 2 1 0 2 The landscape concept for bridge deck has been refined…. y l u J 5 2 n o i t a t n e s e r p p u o r g g n i k r o w

  14. Why? (Kangaroo Valley Road Interchange) 2 1 0 2 y l u J (Refer to handout - extract from Report on Route 5 2 n Feasibility Comparative Cost estimates June 2012) o i t a t n e s e r The adopted arrangement achieves positive benefits which were considered to outweigh p p the associated impacts and additional cost of $5.2 million ($3.2 million net). u o r g The benefits of moving half or all of the interchange south of Berry were not considered to g n outweigh the associated impacts and additional cost of $15.8 million ($13.8 million net). i k r o w

  15. Next steps? 2 1 0 2 y • The revised interchange arrangement has been incorporated into the concept l u J design. 5 2 • A draft urban design report is available for your review and input by Friday 3 n o i August. t a t n • Environmental assessment flowchart e s e • The target for RMS to submit the environmental assessment to the r p Department of Planning and Infrastructure is September/October. p u o • The environmental assessment should then be displayed for community r g g review and feedback in November/December n i k • Further refinements and improvements can then be made in response to r o w submissions, before approval is sought from the Minister for Planning and Infrastructure in mid 2013.

  16. Where we left off… (Victoria Street open or closed) 2 1 0 2 y l Victoria Street u J 5 2 “RMS needs to chose one or the other for the purposes of n o i t the environmental assessment – to asses the impacts.” a t n e s e “HOWEVER, whichever one is assessed for the r p p environmental assessment, we will make sure that either u o r outcome could still be achieved based on community g g n feedback in response to the display of the environmental i k r o assessment.” w RMS Presentation Working Group Meeting 16 May 2012

  17. Where we left off… (Victoria Street open or closed) 2 1 0 2 y Some of the many Victoria Street issues discussed through the working group l u J include: 5 2 n o i t • Changes in the distribution of local traffic (positive and negative). a t n e • Mark Radium Park – impacts on/future use of/opportunities to improve. s e r • Pedestrian safety, cyclist safety, safety around school. p p • Urban design opportunities where the highway and town interface. u o r g • Noise impacts. g n i k r o There are strong arguments in favour of both opening and closing. w

  18. What has happened since..? (Victoria Street open or closed) 2 1 0 • RMS wanted a consistent and rigorous assessment to guide the choice for 2 y the environmental assessment. l u J • Three possible options were examined (noting there are variations to each 5 2 possible) through a structured workshop process. n o i » Closing Victoria Street. t a t n » Keeping two-way access between Queen and Victoria e s e Streets. r p » Providing one-way southbound access between Queen and p u o Victoria Streets. r g g • The three options were each rated against seventeen criteria taken from the n i Foxground and Berry bypass project objectives and relevant NSW k r o Department of Planning and Infrastructure Director General’s Requirements w for the project.
