In November 2012 member countries of CAROSAI signed an agreement committing to the 2012 implementation of ISSAIs SAIs completed the ISSAI Compliance Assessment Tools (iCATs) for Financial, 2012-2013 TIMELINE CAROSAI Performance and Compliance Audits ISSAI CAROSAI members took part in IDI-PSC ISSAI July 2014 Facilitator workshop CAROSAI held an ISSAI implementation Nov 2014 Strategic planning workshop

  3. BENEFITS OF ISSAIs IMPLEMENTATION Refocusing of SAIs Mandate Drove gap identification. Facilitated Institutional strengthening and advocacy Institutional Development Enhanced Competency Assistance and guidance from IDI allowed for employees of SAIs to develop professionally . Capacity Development Consistent Application of standards Provides a Regional benchmark for SAIs in the way they carry out their mandates Uniformity Knowledge Sharing The implementation process allowed SAIs to Collaborative Audits strategically exchange experiences, methodologies and auditing techniques

ISSAIs IMPLEMENTATION CHALLENGES SAIs maturity levels vary Utilizing one mode of implementation for all SAIs across the region is not always effective or efficient Diverse Competency Levels Public Sector Reforms Most Governments in the Region do not have robust reporting frameworks, which adds to the challenge Evolving Public Sector of SAIs applying the standards Continual guidance and assistance IDI provides invaluable assistance and resources, Lack of Local Expertise however this is at intervals and not continual Voluminous & Complex For most SAIs and there staff this is the first Nature of ISSAIs exposure to auditing standards, which required significant changes in practice and culture.

CAROSAI COMMITMENT TO ISSAIs Embedded in Strategic Plan CAROSAI is committed to supporting member SAIs in conducting audits in accordance to ISSAIs Strategic Priority for CAROSAI Blended Learning Support Providing a mix of face to face and online learning support. Build on the pool of IDI certified ISSAI Network of Resources facilitators. Assessment of Implementation Quality Regional pool of quality assurance reviewers to provide a robust assessment . Quality Assurance Mechanism Monitoring progress & providing assistance Canvassing SAIs for resource and technical requirements Continual Needs Assessment and efficiently leverage those resources centrally for the best outcomes.
