New Regional Guidance: Temporary Expansion of Self-Logging Program Due to Coronavirus Impacts June 18, 2020 Heather M. Laws Director of Enforcement and Mitigation
Key Information ▪ Use of the self-logging framework for entities to document and submit exception requests to delay multiple compliance activities at once ▪ WECC may now approve exception requests for all compliance activities ▪ Temporary expansion of self-logging framework for all entities ▪ Limits use of special self-log only to compliance issues related to COVID-19 ▪ Expands use of COVID-19 self-log to minimal and moderate risk issues ▪ WECC may now approve exception requests through Sept. 30, 2020 ▪ Potential noncompliance submitted on COVID-19 self-log are resolved without disposition 9

PRC-006-5 WECC Regional Variance ▪ Variance has existed for many years • Requires Planning Coordinators to adopt a UFLS program coordinated across the Western Interconnection • Participate in a regional assessment of the program ▪ Intention is to ensure that the UFLS program in the WI is coordinated, rather than multiple individual UFLS programs ▪ Minimal changes in this iteration 16
Recent Changes to Variance ▪ Changed reference from WECC region to the Western Interconnection ▪ Clarified that the variance is applicable to entities providing Planning Coordinator Services in the WI ▪ Changed shall to will in the measures ▪ Changed Special Protection Scheme to Remedial Action Scheme ▪ Clarified that R14 and R15 in the NERC Continent-wide Standard are not applicable in the WI • Addressed in the Regional Variance 17
