  16. Wales Circular Economy Fund Aims • To help accelerate Wales’ shift towards a circular economy; • Increase demand for recycled materials; • Keep valuable resources in use; and • Support the growth of businesses operating in Wales.

  17. Wales Circular Economy Fund • £6.5m capital fund; • Funded by the Welsh Government; • Delivered by WRAP Cymru; • Runs from April 2019 – March 2022.

Wales Circular Economy Fund Objectives The objectives of the fund are to: Guarantee that a greater proportion of plastic produced in Wales is • re-used and recycled by Welsh manufacturing companies. Help ensure that products, components and packaging placed on • the market in Wales incorporate as much recycled materials as is technically and commercially possible. Allow for other innovative circular economy projects to apply and • be considered for funding (e.g. paper, textiles, etc).

Circular Economy Fund Structure Capital grants to businesses of any size operating in Wales. • Two types of grants: • Small scale grants: •  £2m budget;  De minimis aid;  Aim to award all funding within 24 months of launch. Large scale grants: •  £4.5m budget;  GBER Article 47;  Aim to award all funding within 12 months of launch.

Small Scale Grants • Structure:  Grants from £25,000 to de minimis threshold €200,000;  Capital investment; bolt on equipment to increase capacity; small building works and installations;  50% match funding;  Rolling scheme (applicants can apply/submit at any time to WRAP Cymru;  On-line eligibility screening and downloadable application;  Quarterly assessment panel meetings.

  22. Large Scale Grants • Structure:  From de minimis ceiling up to £750,000;  Up to 70% match funding depending on business size and location;  Capital investment e.g. to increase capacity; new capacity/product lines; infrastructure;  Competitive process – 3 call rounds;  2 stage process – 1. OPF and shortlisting (2 weeks); 2. Successful proposals invited to apply in full (8 weeks to submit);  Response within 4-6 weeks of closing date.  On-site environmental assessment; guarantor arrangements completed prior to contracting.

Application Supporting Information • Three quotes are required for all purchases over £5,000; • 3 or 5 year financial forecasts required; • Copies of all relevant permits and licenses; • 2 years full certified or audited accounts; • State Aid declaration; • Statement of material litigation; • H&S and Environmental policies; • Project plan and GANNT chart; • Other supporting information (CVs, schematics, risk assessment, etc.).

Eligibility Criteria Applicants / grant recipients must be a registered legal entity; • Your project operation must be located in Wales; • Must be sourcing waste materials from other undertakings / • organisations, i.e. not your own process waste; Materials being sourced for your product(s) or packaging must • meet the End of Waste test; The project will increase demand for recycled materials in products • or packaging manufactured in Wales; The project must incorporate recycled plastic, paper/card, or • textiles into a new product or packaging;

  28. Eligibility Criteria (continued) Projects must be delivered / installed and fully commissioned • within 6 - 12 months as agreed with WRAP Cymru from the date of contract, and no later than 31/01/2022; Applicants must be eligible to receive grant funding under De • Minimis State Aid rules; Grant recipients must have a UK-based bank account; • If applicable, must demonstrate the need for a new facility locally • (for example where there are no similar facilities) and that your project will not simply displace existing capacity; Able to demonstrate that the project viability is dependent on • funding;

Eligibility Criteria (continued) Demonstrate clearly a secured input supply of recycled materials • required for the project; Demonstrate clearly arrangements for secured end-markets for • output products or packaging; Be commercially sustainable over the three-year term; • All projects must be able to be measured and evaluated to • demonstrate the impact the project has achieved; Applicants will need to demonstrate they have the capability and • adequate resources in place to deliver the project;

  30. Eligibility Criteria (continued) Applicants will be expected to share information in the • public domain about the achievement and results of their project; Match-funding must be secured prior to signing a grant • agreement; All insurance and compliance with legislated requirements, • including: Health & Safety, and Environment regulations (i.e. permits, • licences, planning permissions) are in place prior to signing a grant agreement.

  31. Large Scale Grants • Additional Eligibility Criteria  Proposal must go beyond normal practice i.e. >30% rHDPE in milk bottles;  Projects should increase demand for recycling collections;  Investments must have a guarantor or WRAP may take first charge over assets;  Aim to award all funding within 12 months of launch.
