What is GATA? The Grant Accountability and Transparency Act (30 ILCS 708) Illinois’ Response to the issuance of 2 CFR 200 – Uniform Guidance Illinois Adopted the Federal Model for Grants Management 3
Who Administers GATA? GATA created the Grant Administration and Transparency Unit (GATU) under the Governor’s Office of Management and Budget (GOMB) GATU is charged with the creation of the standards, policies, operational tools and processes for grants management in Illinois GATU is specifically charged with standardizing policies, processes, documents, review procedures and administrative burden related to the administration of grants within the State of Illinois 4

What is the Grantee Portal Under both 2 CFR 200 and GATA, prior to applying for any grant opportunity, the interested entity must pre-qualify The Grantee Portal is the method through which the pre-registration will occur The Grantee Portal will be automated to measure the entities qualifications to seek grant opportunities through the State of Illinois 6
General Portal Information Built on the same platform and by the same vendor as the Illinois Procurement Gateway Will automate verifications and validations Will return immediate results to entity registering as to eligibility Will provide pre-registration qualification across all State of Illinois entities so that pre-qualification will need to occur only once for each entity 7

Portal Outcome Registrant will know immediately status of qualifications Three Options: Eligible to apply for grants Ineligible to apply for grants, but can remediate Ineligible to apply for grants, no remediation available 10
General Portal Information Will be accessible through GATA Homepage at grants.Illinois.gov Planned “Go Live”: Mid-June, 2016 Must Re-register Annually Pre-registration through Grantee Portal NOT required for FY 2017, but will be required for FY 2018 and beyond Grantee Portal Phase 2 will include a Document Repository 11
