GBHAC Accomplishments • Reviewed last 10 years of reports and recommendations. • Explored the alignment of the GBHAC’s work with recommendations from past work groups, especially with the ongoing efforts of the Tribal Behavioral Health Strategic Plan, ADPC Strategic Plan, and the State Health Improvement Plan. • Leveraged the expertise of council members to develop a $200 million investment proposal for three behavioral health policy areas: programs and services, workforce, and housing. • Attempted to incorporate consumer, family, and youth/young adult voice in all policy development conversations.

GBHAC Package POP and LCs • GBHAC staff worked with agency programs and budget staff to further refine and cost out proposals. • OHA submitted a placeholder legislative concept which will: – Outline the POP – Provide statutory changes that do not require funding, like the Housing Affinity Group rec to transfer the MH Housing Trust Fund to OHA from OHCS and prioritize PSH for people with SPMI and people with ACT. • OHA also has a placeholder to raise revenue for the package through a beer and wine tax increase

Going Forward • The POP, as currently written, will be included in OHA’s agency request budget. • However, we can still influence the Governor’s recommended budget. • All changes that we consider today, will be sent to the Governor’s office to consider as addendums/amendments to the agency POP or will be incorporated into the legislative concept (if requested change does not require additional funding).
