  5. More certainty on land classification  Current approach creates uncertainty for all forest owners and is a constant issue for land owners  Proposal is to enable the Crown to publish a map of how the ETS classifies the land, and this is the first reference for registration  Emissions rulings can then be used to clarify areas where land owners disagree with the map.  Map would be updated periodically: if the map changes registered land would not be reassessed 4

Pre-1990 forest offsetting  Introduced to allow flexibility to pre-1990 forest owners, so they can ‘move’ a forest without deforestation liabilities  Current implementation is inflexible and creates high risk for land owners  Proposed fixes: o Consistent time frames for all applications o Ability to redefine areas in the application o Carry over of ‘unused’ offset forest to a future application 5

  7. Redefining the Mandatory Emissions Reporting Period (MERP)  We need to align the MERP to the international reporting timeline  This will assist with: o NZ’s compliance with our international targets o The ETS unit supply work MfE discussed this morning  Linked to averaging as the transition of any forest may be easier at the MERP end when we collect the information on the forest 6
