Northumberland 89.7 FM WE ARE “TRULY LOCAL RADIO”… THE VOICE OF YOUR COMMUNITY! � Northumberland 89.7 FM is a volunteer operated, not-for-profit based radio station located at 1000 Elgin Street West, Cobourg, Ontario. � Northumberland 89.7 FM does not have charitable status. � Northumberland 89.7 FM operations funding comes from grants, donations, advertising and fund-raising campaigns. � Northumberland 89.7 FM provides local news, opinion, events coverage and the only station to actively encourage and broadcast local artists and local music to Cobourg, Port Hope and Northumberland County overall. � Northumberland 89.7 FM provides full streaming over the internet providing seamless coverage. � Frequency 89.7 FM, call letters CFWNFM, 700 watts and a offers a broadcast area of 50,000+ residents! 2 February 19, 2019

Summer Music Series Concerts � The Summer Music Series concerts are 8 FREE concerts organized and hosted by Northumberland 89.7 FM at the Cobourg Victoria Park band shell offering local residents the opportunity to enjoy a variety of live music from local and regional artists each Wednesday evening in July and August (7 PM-8:30 PM) � Historical Perspective: � 2015 – Town of Cobourg provided the radio station the band shell at no charge, an adhoc organization solicited local musicians to perform, attendance was generally low (25-35 per night), no advertising or promotion was done. � 2016 – Town of Cobourg provided the radio station the band shell at no charge, local musicians performed (similar to 2015) however Cameco provided $500 grant towards the final summer concert performance with 2015 Juno Award Winner Quique Escamilla for the “Bikes Beards and Band Shells” tour, attendance was +150 for the final concert performance. � 2017 – Town of Cobourg provided N897 the band shell at no cost plus $ 1500 towards the Canada 150 Summer Music Series concerts. A Summer Music Series committee was formed and managed 8 professional concert performances of local and regional artists. Attendance was ~ 125 per night (875 attendees for the summer). All musicians performed at no charge but were offered radio station “advertising certificates” of equal value in lieu of cash payment. � 2018 – Town of Cobourg provided N897 the band shell at no cost and $1500 towards the Summer Music Series concerts. Attendance increased to ~ 150 per evening (1050 attendees for the summer). All performers were paid in cash plus offered advertising certificates, on air interviews and music promotion. � 2019 – To date we have received 32 applications from interested performers from within our broadcast area for the opportunity perform at the Summer Music Series 2019 concerts. Musicians will be paid cash for their performances plus on air interviews, promotions and their music played on N897. 4 February 19, 2019
Summer Concert Series 2019 Management Process and Success Metrics � A series of 8 FREE concerts on Wednesday evenings at Victoria Park band shell July 3 / July 10 / July 17 / July 24 / July 31 / Aug 7 / Aug 21 / Aug 28 � 89.7 FM Management Process: � Application Process: All interested musician must complete an online application and submit the application + MP3 file for adjudication & evaluation. Closing date is February 15, 2019 � Evaluation Process: All applicants will be reviewed based upon criteria: (1) suitability for all ages (2) diversity of music styles (3) local content (4) professionalism. � Final Selection: The final selection of performers will be completed by March 15, 2019. All performers will be required to sign a Performance Agreement outlining requirements for performer the radio station. The requirements are also aligned with the Town of Cobourg use of the park and band shell facilities. � Post Mortem Evaluation: In September 2019 there will be evaluation of the summer concerts metrics and successes. � Promotion & Advertising: Radio promotion, printed posters and rack cards, social media engagement completed & launched by May 31, 2019. � Raffle Lottery License Application: For 2019, N897 has applied for a Raffle Lottery License to run a 50/50 draw at every concert to offset operating costs. Application approval is pending with the Town of Cobourg. � 89.7 FM Concert Event Success Metrics: � Increased attendance to~250 per evening. � Free entertaining concerts for local residents offering a variety of musical styles. � Increased opportunity for local musicians to perform at Cobourg’s Victoria park band shell. � Increased visibility for Northumberland 89.7 FM as a local not for profit radio station. � Ability to pay all musicians for their talents and performances. 5 February 19, 2019

Summer Concert Series 2019 Benefits � Cobourg Summer Concert Event Benefits: � Increased high quality musical entertainment at the Victoria Park band shell � Increased opportunity for local businesses for services and products � Increased visibility for Cobourg as a centre of musical entertainment Comment: The communities of Belleville, Brighton, Colborne, Port Hope all pay their summer concert musicians between $500 - $1000 per evening for 90 minutes of entertainment. This is a common and accepted practice for music performances in parks, band shells etc. and events are all very well attended. Many of these organizing groups have “charitable” status allowing them to conduct lotteries, offer charitable donation receipts as well as other means for funding, Northumberland 89.7 FM does not have “charity” status and is therefore much more limited to avenues of funding. 8 February 19, 2019
