Main objectives of the audit � review of the established social payments and benefits based on the principles of targeting and needs; � analysis of the grounds allowing qualifying for measures of social assistance; � exclusion from the regional legislation of rules on provision of social payments for the categories of persons who may receive the relevant payments from the federal budget resources; � cancellation of social payments which do not affect the increase in the actual level of income, so-called inefficient payments; � change of the procedure for provision of subsidies, allowances and payments by providing more complete information on the income to confirm the status of a low-income family.
Main areas of changes in the procedure for provision of social subsidies, allowances and payments creation of a mechanism to evaluate the actual well-being of potential recipients widespread implementation of the social contract concluded for a fixed period stimulating the applicants to raise their income themselves and leave the low-income category granting measures of social assistance for a certain period within which the applicant has to get employed. Tasks to be solved by adoption of the Social Code of Volgograd Region To provide real state assistance only to those who are actually in urgent need thereof but this assistance will not be just distribution of funds according to the categories, it will become targeted and based on the principle of needs As a result of the decisions made regarding better targeting of a number of social payments, to redistribute the funds of the regional budget to support the most socially disadvantaged categories of the population, first of all, to increase the amount of assistance to low-income citizens, families with three or more underage children and families with disabled children To make the legislation, establishing the types of social assistance and categories of citizens entitled thereto, unambiguous, clear and easy-to-use both for citizens and state authorities responsible for its implementation
