Tasks to be solved by adoption of the Social Code of Volgograd Region To provide real state assistance only to those who are actually in urgent need thereof but this assistance will not be just distribution of funds according to the categories, it will become targeted and based on the principle of needs As a result of the decisions made regarding better targeting of a number of social payments, to redistribute the funds of the regional budget to support the most socially disadvantaged categories of the population, first of all, to increase the amount of assistance to low-income citizens, families with three or more underage children and families with disabled children To make the legislation, establishing the types of social assistance and categories of citizens entitled thereto, unambiguous, clear and easy-to-use both for citizens and state authorities responsible for its implementation
