Stakeholder Work Session Simplification of the Tailored Method California Statewide Utility Codes and Standards Program Heschong Mahone Group, Inc. Integrated Lighting Concepts, Inc. October 19, 2010 10/18/2010
CALIFORNIA STATEWIDE UTILITIES CODES AND STANDARDS PROGRAM Simplification of the Tailored Method Agenda ● Review proposed language and tables for the Area Category Method and Tailored Method ● Additional lighting allowances ● Discuss which linear or area allowances can be reduced in this cycle, based on advances in lamp efficacy. ● Overlap between the general 0.2 W/sf allowance for task lighting, and the proposed additional task lighting adders. ● There is not currently a definition for “task area” in Title 24. CA Utilities 2011 Title 24 Stakeholder Meeting for Proposed Code Changes 10/19/2010
CALIFORNIA STATEWIDE UTILITIES CODES AND STANDARDS PROGRAM Simplification of the Tailored Method Agenda (continued) ● Room Cavity Ratio allowances ● Does the proposed multiplier account for real-world variation? ● Should base LPDs be based on low RCR spaces, with additions for higher RCRs? ● Discuss the possibility of gaming, and any added compliance burden. ● New IESNA Handbook #10 ● Title 24 may refer to the new IESNA Handbook (10th Edn.), if it is available in advance of the third stakeholder meeting (January 2011) ● 10th Edn. will likely include new age-based illuminance recommendations. Discuss whether/how Title 24 should allow additional power for spaces with older occupants. CA Utilities 2011 Title 24 Stakeholder Meeting for Proposed Code Changes 10/19/2010
CALIFORNIA STATEWIDE UTILITIES CODES AND STANDARDS PROGRAM Revisions to the Tailored Method Current Code Requirements ● Area Category ● Area Category LPD allowances (table 146-F) ● Plus additional allowances in footnotes ● Tailored Method ● Special LPD allowances (table 146-G) ● IESNA Illumination Category (typically B-D) ● Wall Display Power (W/ft) ● Floor Display Power (W/ft²) ● Ornamental/ Special Effect Lighting (W/ft²) ● Adjustments for Mounting Height (table 146-H) ● LPDs based on IESNA categories (table 146-I) CA Utilities 2011 Title 24 Stakeholder Meeting for Proposed Code Changes 10/19/2010
CALIFORNIA STATEWIDE UTILITIES CODES AND STANDARDS PROGRAM Revisions to the Tailored Method Summary of Code Change Proposals ● Remove as many Primary Function Areas as possible from Tailored Method, focusing on those that have one or fewer special allowances ● Consolidate the extensive footnotes under the Area Category table (146-F), designate which area types are eligible ● Eliminate Mounting Height Factor Table ● Eliminate Room Cavity Ratio table ● Merge Common Space Types Under Tailored Hotel, Dinning, Convention/Conference into Hospitality ● Retail Merchandise, Groceries and Dining into Retail ● CA Utilities 2011 Title 24 Stakeholder Meeting for Proposed Code Changes 10/19/2010

CALIFORNIA STATEWIDE UTILITIES CODES AND STANDARDS PROGRAM Revisions to the Tailored Method Specifics of Code Change Proposals The following primary function areas may use the IESNA Lighting ● handbook to determine Illuminance categories Exercise center, gymnasium ● Medical and clinical care ● Police or fire stations, correctional facilities ● Public rest areas along state and federal roadways ● All other primary function areas not already included in Tables 146-F or ● 146-G To calculate LPD for these types, determine the Illuminance ● category (A-G) specified in the IESNA Lighting Handbook (IESNA HB), and refer to the “Design Guide” for Illuminance (fc) values. These function areas do not receive lighting power allowances for wall display, floor display, or ornamental/special effects lighting. 9 CALIFORNIA STATEWIDE UTILITIES CODES AND STANDARDS PROGRAM Revisions to the Tailored Method Additional Lighting Allowances Area Category Method Table 146-F Footnotes: The additional LPDs listed below may be added when using the Area Category Method of Compliance. Only those primary function areas having one of the following footnote numbers are allowed this added lighting power. The plans shall clearly identify all task spaces using these tasks and the lighting equipment designed to illuminate these tasks. Tasks that are performed less than two hours per day or poor quality tasks that can be improved are not eligible for these allowances. 10 CALIFORNIA STATEWIDE UTILITIES CODES AND STANDARDS PROGRAM Revisions to the Tailored Method Additional Lighting Allowances ● Task lighting ● Current definition in Section 101: ● TASK LIGHTING is lighting that is designed specifically to illuminate a task location, and that is generally confined to the task location. ● Proposal is to remove the allowance for task lighting: ● EXCEPTION to Section 146(a) Up to 0.2 watts per square foot of portable lighting for office areas shall not be required to be included in the calculation of actual indoor lighting power density. ● Instead, offices would receive a 0.2 W/sf adder from the footnotes under the Area Category table CA Utilities 2011 Title 24 Stakeholder Meeting for Proposed Code Changes 10/19/2010
