FIFTH ROUND OF CALL • The fifth round of the call close 27 th of March 2019 • Available funding on the 5 th round is € 6,8 Mio • Workshops for the lead applicants and partners will take place: 29 January 2019, Mikkeli 31 January 2019, Helsinki 6 February 2019, St Petersburg 7 February 2019, St Petersburg Registration opens on 21 December 2018! GENERAL CONSIDERATIONS • A good development idea and readiness for genuine cross-border cooperation is needed • A competitive project proposal includes • Concrete outputs and development results • Effective work plan with realistic schedule • Information about active cross-border cooperation • Reasonable & realistic budget • Lead partner and partners are expected to be operationally and financially stable • Experience in international cooperation especially between Finland and Russia is expected at least from the lead partner • Public-private-people partnerships are encouraged Funded by the European Union, the Russian Federation and the Republic of Finland.
TACKLING PRECONCEPTIONS "Projects are complicated to manage. They are waste of time, money and other resources of participating organizations.” • The maximum amount of grant is 80 %. With two euro of your own money, you will get eight more. Worth of considering? ”Project duration is too long for us – it seems to be always three years.” • Duration of the project can vary and be shorter than three years based on the objectives and the needs of the work to be done. ”We do not have a large partnership to aim for expected results, so this is not for us.” • Large partnership is not an absolute value. Sometimes even two partners (one from Finland and one from Russia) might be enough to implement a successful project. ”In international projects there is no place for regional or local development.” • Projects are about sharing knowledge and experiences and combining resources for problem-solving and creativeness – in our case, also benefitting the regional and local development needs and intentions. ENTERPRISES AS PARTNERS • Enterprises = SMEs can act as a lead partner or a project partner • Project partnership is possible to form between enterprises and public and/or other private organizations in the programme area in Finland and in Russia • Principle of non-profitable partnership Funded by the European Union, the Russian Federation and the Republic of Finland.
RESTRICTIONS FOR ENTERPRISES • As a principle, all results of projects are public and free of charge • It is not allowed to receive profit from the project implementation and activities • EU rules on state aid are followed with enterprises • In standard projects, investments may not exceed 50 % of the total costs in budget and the purchase of land or buildings may not exceed 10 % of the total costs in the budget • A maximum of 50 % of the project’s total budget can be directed to Russian SMEs Funded by the European Union, the Russian Federation and the Republic of Finland.
