Basics: Founded in 1995 by the Royal bailiff association • Foundation with board members from public organizations • 20 employees and a flexible workforce of about 15 persons • Operational excellence • High Reliable Organization • ISO 27001 certified • Product development and operations • Agile/Scrum combination: development – legal – strategic • All Dutch bailiffs, over 100 local governements and lawyers are • participants.
Services: Started electronic data exchange with Civil Registration • Nowadays connected to several other Government information • sources like: Income database, Commercial Register and Vehicle Registration. Developed electronic judicial process as seize of income and • capital. With large commercial employers as Ahold, Philips and Randstad and the four largest banks: ABN AMRO, ING, Rabobank and Volksbank
Electronic Seize of Income Register Developed the electronic Seize of Income Register in 2014 • Assignement by the Dutch Ministry of Justice and Security • Executed assignement within time and budget • All Dutch bailiffs are connected to the Register: realtime System to System • connection
Ambition: To adress social/judicial problems with informatization solutions • EAPO: PoC for full electronic process for EAPO transactions in The Netherlands. • New initiative: www.Schuldenwijzer.nl (debt insight) • 1.4 miljon households with problematic debts • Nobody has up-to-date insight • SNG made application which gives each Dutch citizen • digital insight with e-ID in seizes of income Next step: make all debt information accessible • Launch: this week! • Support from bailiffs, companies as KPN and softwaredevelopers, • local governements, scientific research and Ministry of Social Affairs and Employment Next: SoD national and EU •
Challenges: Governance: informatization solutions are sector transcending solutions • A good idea has many fathers. A good solution even more.. • Funding:starting point that it has to fund itself but who is investing? • Think BIG, act small – Think in context of national level but act step by step. • Society is getting more and more complex
