  3. • Inability to comply with international SPS standards for trade in agriculture and fisheries products resulted in reduced access to global and regional markets. • Main constraints - Fragmented legislation, multiple jurisdictions, inadequate enforcement, limited human resources Background • Evolving requirements of trading partners require continuously strengthening SPS controls. • Proposed investments 11 th EDF SPS Action build on results of10 th EDF and enhance competitiveness and increase market access by complying with SPS measures.

  4. Objective • To increase compliance by CARIFORUM States with international SPS measures, standards and procedures to increase international and regional market access.

  6. Beneficiaries • Public sector - regulatory and inspection services, competent authorities, laboratories and agencies involved in AHFS coordination. • Private sector - stakeholders from a variety of value chains, primarily small and medium sized operators.

  7. Target Countries (15 CARIFORUM States) Antigua and Barbuda, the Bahamas, Barbados, Belize, Dominica, Dominican Republic, Grenada, Guyana, Haiti, Jamaica, St. Kitts and Nevis, St. Lucia, St. Vincent and the Grenadines, Suriname and Trinidad and Tobago

  9. Main Activities • Developing a regional AHFS policy.
