  9. Recurrent Grounds • Open-ended Eritrean National Service (deserters, draft evaders, family members of…) • Illegal exit • Religious persecution (Jehovah’s witnesses, pentecostals, etc.) • Eritreans born in Ethiopia or Sudan and never lived in Eritrea
