2 BACKGROUND/ANALYSIS • Jamboree Housing Corporation (JHC) is interested in determining the feasibility, and potential terms, for the right to acquire a long- term leasehold interest in an approximately 0.90-acre portion of the parking lot at the Senior Center property to develop a senior housing project v v • JHC has prepared a conceptual density study which envisions the potential for 60 senior affordable dwelling units (59 plus one manager unit) in a two- and three-story structure with two-story units abutting Plumer Street and three-story units facing W. 19 th Street • JHC proposes to maintain the existing public parking count at grade and provide resident parking in excess of minimum parking requirements allowed per State density bonus law
3 BACKGROUND/ANALYSIS • Staff has negotiated the terms of a proposed ENA with JHC for the City Council’s consideration v v
4 ANALYSIS • With a significant anticipated 6th Cycle RHNA allocation, over 11,700 dwelling units, this site seems appropriate to consider for development of affordable housing that can be applied towards the City RHNA requirements. An affordable senior residential project with a potential for approximately 60 very low income units would satisfy a portion of the City's very v v low income allocation • Should the City Council determine to move forward with the development of a project concept with JHC, staff would return to the Council at a later date with refined plans and lease terms
