Common perception of ADRION area potentials and fragilities • Preserve and capitalize cultural and natural heritage mean: o Contributing to national GDPs; o Creating new jobs; o Contributing to growth with space for rationalization and innovation; • Adriatic-Ionian area hosts ca natural and cultural 50 UNESCO sites; • Fragile geographical area due to climate changes, natural risks, human negligence, pollution, unlimited urbanisation.

Main findings on proposals submitted in Priority Axis 2 - first call • Most preferred among potential beneficiaries; • Weakest performance both with regard to the respect of administrative and eligibility requirements (49% of proposals were eligible); • Weakest performance in the quality assessment (9% of eligible proposals passed the strategic and quality assessment, i.e.: 4% out of the 227 submitted applications were approved).

Main findings on proposals submitted in Priority Axis 2 - first call administrative and eligibility requirements • Underestimated administrative and eligibility requirements: lack of documentation, wrong data, documents partially or wrongly filled in; • High number of complaints received asking for healing mistakes (all rejected); • If eligible, many proposals lost partners due to eligibility problems (ca. 90 project partners lost); Many proposals were jeopardized by inaccuracy

Main findings on proposals submitted in Priority Axis 2 - first call administrative and eligibility requirements • Read the Programme Manual carefully; • Prepare the requested documentation on due time; • Ensure correctness and consistency of data included in the submitted documentation; • Ensure availability of relevant persons in charge of signing, dating, stamping the proposal/documents; • Ensure coordination among partners along the entire conceiving and drafting process. • Do not comply with administrative and eligibility requirements in the very last step; • Do not waste time and resources.

Main findings on proposals submitted in Priority Axis 2 - first call Quality assessment • Out of 111 eligible projects, 43 (39%) received all scores related to the strategic assessment below threshold; • Out of 111 eligible projects, 21 (19%) passed the strategic assessment; • Out of 111 eligible projects, 11 (10%) passed the operational assessment; • Participation of the same institutions in many proposals questioning their effective commitment and capacity Many proposals were not submitted in accordance with ADRION requirements

Main findings on proposals submitted in Priority Axis 2 - first call quality requirements • Read Programme documents and Programme Manual carefully, in particular the section on assessment criteria and check whether your proposal has potential weaknesses; • Take time for conceiving and drafting your proposal and share it with all your partners; • Take time for building a good project partnership and ensure its effectiveness and efficiency in relation to the promised outputs; • Ensure a clear project logic; • Be realistic, coherent and consistent; • Be accurate and provide all the requested information; • Ensure consistency between project and programme outputs; • Document yourself: topics of this Priority Axis must be addressed through the provision of adequate information and data.

Main findings on proposals submitted in Priority Axis 2 - first call quality requirements • Do not write unrealistic proposals or unrealistic outcomes to be achieved; • Do not submit proposals that cannot be accepted (e.g.: mere follow up of already funded projects, locally oriented activities, research projects); • Do not reinvent the wheel: many operations were funded in the previous period within this geographical area dealing with the topics of the present call (consult www.keep.eu for inspiration); • Do not waste time and resources.
