BANNER CASCADE PIPELINE PROJECT Project Overview Second Phase – Following Cascade Upper Bench Replacement – 2000 Take Pressure off Lower Cascade Canal with installation of 6.8mi of 48 inch steel pipe Project began in 2001 with EIR Process Seven years to EIR certification and approval Design began in January 2008

BANNER CASCADE PIPELINE PROJECT Design Overview RFP Process for the Design Consultant Design concept: Stakeholder Involvement Hosted Three Public Workshops during the design at 10%, 50% and 90% completion Gathered Public Input from property owners from workshops and numerous 1 on 1 meetings and incorporated into design Design began in January 2008 and concluded January 2010 with a Contractor RFQ process
BANNER CASCADE PIPELINE PROJECT Bid Overview Contractor RFQ process used a matrix to select qualified contractors prior to bidding the project Bid project knowing that the contractors would perform to District standards Included in the bid process a local bidders preference Teichert Construction awarded the contract

BANNER CASCADE PIPELINE PROJECT Construction Overview ( con’t ) Tree Restoration Program followed pipeline installation. NID personnel met with each property owner to determine the type, quantity, and location of tree replacement. MMRP required a two for one tree replacement in a 15 gallon container.

BANNER CASCADE PIPELINE PROJECT Project Objectives: Safety First Install the pipeline system and minimize impacts of construction on the residents and community Provide and make available treated water, raw water and fire protection along the pipeline alignment Put the raw water system into service as soon as possible
BANNER CASCADE PIPELINE PROJECT Expectations During Construction: School Bus, Mail Delivery, Garbage and Emergency have been notified of Project Tree Removal and Clearing Traffic Detours and Delays Noise / Dust Control Minimize Driveway Blockage – Owners Notified Minimum 72 hours Prior to Work Trench Restoration Followed by Final Overlay
BANNER CASCADE PIPELINE PROJECT Expectations During Construction (con’t): Restoration Contractor – To Meet with Each Owner Regarding Replacement Tree Location For everyone’s safety - Residents need to stay out of construction zones during the working hours Please be Patient – We also want this work completed as soon as possible
BANNER CASCADE PIPELINE PROJECT Miscellaneous: Use of Local Contractors, Suppliers and Consultants NID tank site will be used for job trailers and equipment and material storage for project Waterline from meter to house is the home owners responsibility Taking treated water and currently have a well – need backflow device or need to abandon well Mainline extensions can be started after the treated line is in service.
