¡ ¡ ¡ ¡ ¡ ¡ ¡ ¡ ¡ ¡ ¡ ¡ ¡ ¡ ¡ ¡ ¡ ¡ ¡ ¡ ¡ ¡ ¡ ¡ ¡ ¡ ¡ ¡ ¡ ¡ ¡ ¡ ¡ ¡ ¡ ¡ ¡ ¡ ¡ ¡ ¡ ¡ ¡ ¡ Presentation ¡of ¡the ¡Research ¡Program ¡CH.DUPIN ¡ Collection ¡of ¡Historical ¡Data ¡on ¡the ¡Use ¡of ¡Petroleum ¡– ¡International ¡Network ¡ ¡ “The ¡farther ¡back ¡you ¡can ¡look, ¡the ¡farther ¡forward ¡you ¡are ¡likely ¡to ¡see.” ¡– ¡Winston ¡Churchill ¡ ¡ Ultimate ¡objective ¡ So ¡ as ¡ to ¡ better ¡ understand ¡ the ¡ link ¡ between ¡ crude ¡ oil ¡ consumption ¡ and ¡ economical ¡ growth, ¡ the ¡ Collection ¡ of ¡ Historical ¡ Data ¡ on ¡ the ¡ Use ¡ of ¡ Petroleum-­‑International ¡ Network ¡ (CH.DUPIN) ¡ program ¡ aims ¡at ¡building ¡time ¡series ¡on ¡the ¡consumption ¡and ¡use ¡of ¡crude ¡oil, ¡as ¡far ¡back ¡as ¡possible, ¡well ¡ beyond ¡ the ¡ 1970 ¡ and ¡ at ¡ best ¡ the ¡ 1950 ¡ time ¡ frame. ¡ In ¡ addition, ¡ the ¡ program ¡ aims ¡ at ¡ stimulating ¡ international ¡ expert ¡ networks ¡ concerning ¡ the ¡ macroeconomic ¡ links ¡ at ¡ the ¡ national ¡ level ¡ between ¡ energy ¡consumption ¡and ¡GDP ¡growth. ¡ ¡ Both ¡objectives ¡will ¡be ¡met ¡by ¡distinct ¡work-­‑packages: ¡ 1) WP ¡COURNOT: ¡collection ¡of ¡annual ¡consumption ¡long ¡time ¡series ¡of ¡energy, ¡in ¡general, ¡and ¡of ¡ crude ¡oil, ¡in ¡particular, ¡on ¡as ¡many ¡countries ¡as ¡possible ¡ ¡ 2) WP ¡NAVIER: ¡collection ¡of ¡annual ¡consumption ¡long ¡time ¡series ¡of ¡energy, ¡in ¡France, ¡and ¡of ¡crude ¡ oil ¡in ¡as ¡many ¡utilization ¡sectors ¡as ¡possible ¡ ¡ Thanks ¡ to ¡ economic ¡ history ¡ and ¡ to ¡ the ¡ collected ¡ data, ¡ the ¡ program ¡ aims, ¡ more ¡ specifically ¡ at ¡ shedding ¡ light ¡ on ¡ the ¡ decoupling ¡ of ¡ crude ¡ oil ¡ consumption ¡ and ¡ economical ¡ activity ¡ growth, ¡ a ¡ problematique ¡ at ¡ the ¡ heart ¡ of ¡ the ¡ actual ¡ unfolding ¡ of ¡ prospective ¡ scenarios. ¡ The ¡ link ¡ has ¡ been ¡ identified ¡for ¡the ¡period ¡1950-­‑2015 ¡(see ¡graph ¡in ¡the ¡appendix). ¡ ¡ WP ¡COURNOT ¡ ¡ In ¡ a ¡ first ¡ action, ¡ 1880 ¡ through ¡ 2015 ¡ crude ¡ oil ¡ time ¡ series, ¡ particularly ¡ consumption, ¡ will ¡ be ¡ built, ¡ grouped ¡and ¡fully ¡referenced ¡for ¡a ¡large ¡number ¡of ¡countries. ¡Following ¡in ¡a ¡second ¡action, ¡those ¡ time ¡series ¡will ¡be ¡brought ¡into ¡perspective ¡with ¡other ¡long-­‑period ¡macroeconomic ¡time ¡series ¡(GDP, ¡ population, ¡productivity, ¡resources, ¡infrastructure, ¡finance, ¡international ¡trade ¡…). ¡We ¡shall ¡attempt ¡ to ¡segregate ¡crude ¡oil ¡energy ¡and ¡non-­‑energy ¡use ¡(e.g. ¡petrochemical). ¡ Supplementing ¡both ¡actions, ¡a ¡third ¡one ¡in ¡parallel ¡will ¡engage ¡international ¡experts, ¡each ¡specialized ¡ in ¡a ¡given ¡country, ¡who ¡will ¡ensure ¡that ¡our ¡national ¡data ¡bases ¡are ¡as ¡comprehensive ¡and ¡coherent ¡ as ¡possible. ¡In ¡a ¡first ¡instance, ¡large ¡OECD ¡countries ¡will ¡be ¡addressed, ¡then ¡more ¡large ¡countries, ¡e.g. ¡ China, ¡Brazil, ¡India. ¡

¡ ¡ [Tapez ¡le ¡texte] ¡ ¡ ¡ ¡ ¡ WP ¡NAVIER ¡ ‘‘Transportation ¡is ¡Civilization’’ ¡-­‑ ¡Rudyard ¡Kipling-­‑ ¡With ¡the ¡Night ¡Mail ¡(1905) ¡ In ¡ this ¡ WP, ¡ detailed ¡ crude ¡ oil ¡ consumption ¡ in ¡ France ¡ will ¡ be ¡ sought, ¡ as ¡ a ¡ function ¡ of ¡ its ¡ diverse ¡ usages. ¡ Indeed ¡ the ¡ impacts ¡ of ¡ these ¡ consumptions ¡ on ¡ macro-­‑economical ¡ factors ¡ might ¡ differ ¡ significantly, ¡depending ¡on ¡whether ¡they ¡feed ¡transportation ¡of ¡people, ¡of ¡goods, ¡petro-­‑chemistry ¡or ¡ energy ¡production ¡(heat, ¡electricity). ¡See ¡in ¡appendix, ¡an ¡example ¡of ¡typical ¡utilizations. ¡ ¡ Wherever ¡possible, ¡crude ¡oil ¡usage ¡will ¡be ¡detailed ¡according ¡to ¡the ¡hierarchy: ¡Oil ¡> ¡Energy ¡> ¡Internal ¡ combustion ¡Engine ¡> ¡Transportation ¡(ex-­‑ ¡aviation) ¡> ¡Freight ¡> ¡International ¡freight ¡> ¡Oil ¡Freight. ¡This ¡ consumption ¡has ¡obviously ¡been ¡subject ¡to ¡much ¡variation ¡in ¡the ¡course ¡of ¡20 th ¡century, ¡especially ¡ during ¡the ¡1970s, ¡as ¡a ¡result ¡of ¡two ¡oil ¡crises ¡(cf ¡Dargay ¡& ¡Gately), ¡when ¡the ¡mobility ¡share ¡increased ¡ significantly. ¡ The ¡objective ¡of ¡this ¡WP ¡is ¡to ¡produce ¡a ¡census ¡of ¡the ¡numerous ¡sources ¡archived ¡in ¡France ¡and ¡ exploit ¡ them ¡ so ¡ as ¡ to ¡ constitute ¡ an ¡ internationally ¡ recognised ¡ pole ¡ of ¡ expertise ¡ in ¡ the ¡ history ¡ of ¡ quantitative ¡energy ¡economy. ¡ ¡The ¡prime ¡goal ¡of ¡this ¡WP ¡is ¡to ¡encourage ¡comparisons ¡between ¡the ¡ data ¡thus ¡collected ¡and ¡referenced, ¡with ¡those ¡of ¡other ¡countries, ¡which ¡would ¡be ¡home ¡to ¡similar ¡ quality ¡information ¡(USA, ¡Sweden, ¡United ¡Kingdom, ¡Japan…) ¡ ¡ ¡ Deliverables ¡ The ¡various ¡data ¡sets ¡will ¡be ¡offered ¡as ¡free ¡access ¡in ¡a ¡dedicated ¡space, ¡so ¡that ¡researchers ¡can ¡use ¡ them ¡in ¡their ¡work, ¡as ¡long ¡as ¡sources ¡are ¡properly ¡acknowledged. ¡A ¡methodology ¡description ¡will ¡be ¡ associated ¡to ¡each ¡data ¡set, ¡which ¡will ¡be ¡continuously ¡monitored ¡and ¡updated. ¡A ¡clear ¡distinction ¡ will ¡ be ¡ made ¡ between ¡ “primary” ¡ data ¡ production ¡ (produced ¡ e.g. ¡ from ¡ off-­‑line ¡ archives) ¡ and ¡ “secondary” ¡production ¡(data ¡available ¡elsewhere, ¡collated ¡and, ¡potentially ¡harmonized). ¡ Once ¡ the ¡ data ¡ base ¡ is ¡ in ¡ place, ¡ an ¡ evaluation ¡ of ¡ the ¡ causal ¡ effect ¡ of ¡ crude ¡ oil ¡ consumption ¡ on ¡ productivity ¡will ¡constitute ¡the ¡first ¡econometric ¡work ¡directly ¡associated ¡with ¡the ¡Programme: ¡this ¡ will ¡shed ¡light ¡on ¡certain ¡oil ¡consuming ¡innovations, ¡and ¡more ¡specifically, ¡the ¡internal ¡combustion ¡ engine's ¡role ¡in ¡the ¡economic ¡development ¡of ¡the ¡20 th ¡century ¡(cf ¡R. ¡Gordon, ¡see ¡G. ¡Giraud ¡work) ¡ ¡ The ¡program ¡will ¡provide ¡the ¡organisation ¡of ¡colloquia ¡on ¡the ¡theme ¡of ¡economic ¡history ¡of ¡energy, ¡ and ¡ on ¡ the ¡ link ¡ energy/GNP, ¡ and ¡ allow ¡ programme ¡ participants ¡ to ¡ contribute ¡ in ¡ international ¡ conferences ¡on ¡the ¡same ¡themes. ¡ ¡ ¡ ¡ ¡ ¡
