What is Re-Verification? • Re-Verification is the process a firm goes through to extend its verification for another three years. • A firm must maintain the same qualification while verified that it had while it was qualifying for Verification. • CVE’s Re -Verification Process is governed by 13 CFR Part 125. • Public Law 111- 275 clarified the Secretary of Veterans Affairs’ responsibility to verify Veteran small business ownership. • Unlike self-certification programs administrated by other organizations, CVE is required by the aforementioned law to validate applicant’s assertions. • Documents requested support the assertions made by the applicant. • Any changes in a firm’s operating posture/business documents which affect the core requirements can impact a firm’s verification status. 3

What is Re-Verification? • Simplified Reverification Process (New Program) – The firm must submit its application after November 1, 2019 (the Simplified Reverification process is not retroactive). – The firm must be currently verified and within 120 days of expiration. – The firm must have less than $1 Million in total VA contracts over the past three completed fiscal years and the current fiscal year to-date. (Note: this threshold is subject to change based on future risk analysis.) – The firm must provide complete and accurate answers to a series of questions developed to help determine eligibility for the Simplified Reverification process. – Final Disposition is made within 10 business days. • A firm will not qualify for Simplified Reverification if: – The firm has participated in the denial avoidance program (i.e., the Post Review Findings (PRF) program), which allows a firm to withdraw its application instead of receiving a denial. – The firm is undergoing cancellation proceedings or other similar investigative matter or proceedings relating to the firm’s eligibility. – The firm has received a Simplified Reverification approval within the last three years. – CVE has identified any other reason that warrants a more comprehensive Reverification review. 4

VIP Profile Accuracy VIP Profile Accuracy • Do not underestimate the value of keeping your profile up to date – Legal business names and DBAs – Email addresses and phone numbers – Firm Address • Representatives – Remember to add or delete representatives as necessary – Clarify business relationships – Creating a single point of failure can be disastrous – An officer of the firm is NOT automatically a representative 5

  6. Re-Verification Rules • A verified applicant that submits for Re-Verification will remain visible in VIP. If a company’s verification period expires while in the Re -Verification process, it will no longer be visible in VIP. • Participants applying for Re-Verification must respond to CVE requests for documentation within the established timeframe in order to avoid being withdrawn from the Re-verification process. • If withdrawn from the Re-Verification process as a result of not responding to a document request, the firm can reapply immediately. • All documents uploaded, up to that point, remain in VIP. 6

  7. Frequently Asked Questions • Question: Are the documents I submit secure? – Answer: ❑ Yes, your documents are stored on a secure VA server. Only authorized and cleared personnel are authorized to access these documents. • Question: How long will it take before I receive a decision? – Answer: ❑ Verification determinations are issued as quickly as possible. CVE is averaging 23 to 26 application days for a final disposition. CVE has 90 application days to process an application following the receipt of a “complete application” which is defined as receiving both a fully executed application and all required supporting documentation. • Question: How can I help speed the decision process? – Answer: ❑ Make sure you have all of your required business documents for the Verification Program uploaded to VIP. Check the email address on file in VIP regularly for correspondence, as this is one of the main forms of communications from our Case Analysts. If anyone requests information from you, respond immediately to avoid your application being placed on hold. 7

Expiration Reminders • 150, 120, 90, 60 and 30-day email reminders to all reps and owners listed on the VIP profile – Check your spam/junk email folders – If you’ve delegated the oversight of your firm’s verification status to someone else, are they familiar with the CVE email address ( https://www.vip.vetbiz.va.gov/ )? 8
