Understanding the Role The State of Missouri authorized the Owner Representative Role (1996 legislation) because they (like most States across the Nation) felt that Public Agencies should be able to hire a professional advisor to guide them through the design and construction process. In some states, like Massachusetts, the role is actually required on all publicly funded projects (in Massachusetts they call this role an OPM – Owner’s Project Manager). The Federal Government uses the role on projects and calls it CMR – Construction Management Representative. What is important to note is that in every case the intent of the role is the same and not provided by the Architect or Builder on the project. “I highly recommend Navigate Building Solutions for their professionalism, knowledge and integrity. ALTERNATE MATERIALS / SOLUTIONS Goal: Identify Alternate Materials that maintain project quality while helping the District build more for the $$$. - We have worked with over a dozen different K-12 Architects and General Contractors and have gained lesson’s learned and creative from solutions from each of them. - We know local material, vendor and labor trends that impact material selection and availability.

  11. ALTERNATE MEANS and METHODS Goal: Plan Alternate Means that 1) maximize student/faculty safety; 2) minimize operation impacts; 3) avoid change orders.
