  2. Office of Public School Construction (OPSC) The OPSC is under the authority of the state of California’s Department of General Services. As acting staff to the State Allocation Board (SAB) the OPSC implements and administers a $42 billion voter-approved school facilities construction program. Responsibilities include the following: ● Processing and funding school facility construction grant applications ● Assisting school districts throughout the life cycle of a school facilities construction project ● Auditing school facility construction project expenditures ● Accounting and reconciliation functions ● Providing administrative support for the SAB ● Preparing regulations, policies and procedures in order to carry out the mandates of the SAB 2

Fund 35 Expenditures to Date ● District wide blinds/window coverings ● Water fountains: Neil Cummins Elementary and The Cove School ● Shade structures: The Cove School and Hall Middle School ● Fencing/Security: Neil Cummins Elementary ● Classroom furniture, classroom computers and emergency preparedness equipment ● E-rate network system upgrade ● Miscellaneous costs associated with above projects: construction management, architect, legal, testing, DSA/planning fees, consultant fees, etc. 5

  6. Fund 35 Budget to Date Revenues $ 4,977,671.00 Expenditures $ 848,711.12 Balance $4,128,959.88 Anticipated Future Projects: ■ Security Cameras ■ Re-Keying the District ■ Fencing ■ Some items removed from original project bid packets 6

Current Eligibility Criteria ● Based on a pupil grant calculation by grade level and non-severe/severe formula ● District and State share costs determined in the eligibility formula ○ New Construction Eligibility is 50% District share and 50% State share ○ Modernization Eligibility is 40% District share and 60% State share 7

Changes to OPSC Eligibility ● AB 48 ○ Signed by Governor Gavin Newsom, on October 7, 2019 ○ The $15 billion bond, largest school construction bond in the state’s history, will be on the March 2020 ballot ○ Will prioritize school construction projects for the schools and districts most in need; and would benefit preschools, K-12 public schools, and higher education students for generations to come NOTE: OPSC is looking at new ways to assist school districts in completing the paperwork so that districts don’t find themselves having to hire consulting firms. LCMSD has spent approximately $107,209 on consultants (July 2012 to current date). 8
