Mitigation is the effort to reduce loss of life and property by lessening the impact of disasters. In order for mitigation to be effective we need to take action now— before the next disaster —to reduce human, environment, and financial consequences later (analyzing risk, reducing risk, and insuring against risk).
According to the National Institute of Building Science’s 2017 Interim Report: Natural Hazard Mitigation Saves, mitigation funding can save the nation $6 in future disaster costs, for every $1 spent on hazard mitigation. Can reduce loss of life from disasters.
Hazard Identification and Risk Assessment- The HIRA provides an in- depth profile, risk assessment, and consequence analysis of 10 natural hazards, 8 adversarial/intentional hazards, and 8 technological/accidental hazards. Community Hazard Handbook- Cut sheet version of HIRA information.
The HIRA provides a detailed examination of the hazards that may affect Howard County. Combines best practice guidance with local stakeholder expertise to create a hazard identification and risk assessment that meets or exceeds industry standards while remaining relevant and specific to the Howard County context

Howard County engages in hazard mitigation planning to identify risks and vulnerabilities associated with natural disasters, and develop long-term strategies for protecting people and property from future hazard events.
The Hazard Mitigation Plan is updated on a five (5) year cycle. Having a local Natural Hazard Mitigation Plan is considered an industry best practice.

A local government must have a mitigation plan approved in order to receive Hazard Mitigation Grant Program project grants from the Federal Emergency Management Agency. › Pre-Disaster Mitigation Grant Program (PDM) › Hazard Mitigation Assistance Grant Programs (HMA) Does not obligate the County to fund any specific hazard mitigation projects.
