MUNICIPALITY OF KINCARDINE COMPREHENSIVE OFFICIAL PLAN REVIEW Stakeholder Meetings September 18 th , 2018
Why are we here today? • To discuss the work being completed as part of the Official Plan review process. • To update on results of the work undertaken to date. • To gain input from you regarding topics that we should address as part of the Official Plan update process.
Project background • Current Official Plan adopted in 2006 and approved in 2009. • Municipality required to conduct review every 10 years. • Update ensures that Official Plan conforms to the Planning Act , Provincial Policy Statement (PPS), and Bruce County Official Plan.
Key tasks • Comprehensive review, examining matters such as population / employment growth. • Sourcewater protection policies. • Natural Heritage System review. • Natural hazard mapping. • Updates to existing schedules and policies, taking into account recent information and reports.

Issues identified to date… • Accommodating growth (employment and residential). • Affordable housing, and the need for various dwelling types (including secondary dwellings). • Natural heritage system policy and mapping review. • Sourcewater protection, and how it relates to potential growth. • Servicing challenges associated with accommodating growth pressure. • Cultural heritage conservation.

Natural heritage background • Protection of natural heritage features is guided by the PPS, MNRF, and Conservation Authorities (i.e. SVCA). • Development is prohibited within certain features and closely regulated within others. • Kincardine Official Plan currently identifies significant woodlands and a ‘Natural Environment’ designation.

What’s next? • Complete fieldwork and preparation of background review, including mapping. • Conclude on policy direction to be taken in future Official Plan. • Present findings to community and release for review / comment. • Prepare draft Official Plan with revised policies and mapping as appropriate.
