2. Rationale behind the INTERNATIONAL CERTIFICATION LTD. development of the DEC program Before DEC, there was no standard practice or a standard in place for the Diamond Drilling Industry. Everyone was doing something. This does not make it measurable, and it does not show other stakeholders what the Diamond Drilling Industry is doing. We looked good if we were lucky and there were no incidents or accidents. But when we had them, then the discussions started and we spend money and time, and lots of it, for “after the fact”. And then there are the Regulators… Part of the rationale was: How about spending the money and time upfront? Having a “say” rather than “being told”. 4

Benefits to contractors, INTERNATIONAL CERTIFICATION LTD. clients and other stakeholders Contractor switching from a reactive mode into a proactive mode structured management system where the company’s processes are evaluated on a regular basis for effectiveness (quality, environment and safety) more transparency for employees as rules and policies have been established more transparency for management in regards of assessing risks to the company (more factual approach to decision making in all business areas) ability to bid on contracts where certification is a requirement positive impacts on insurance rates / financial institute decisions etc. 5 others

Clients and Stakeholders reduced risk of being negatively in the media because of a CDDA Contractor baseline where CDDA Contractors can be better measured against each other more sustainable service providers (CDDA Contractors) Having a business partner where they have a system e.g. to evaluate effectiveness and to act where needed to evaluate compliance and to act where needed to keep records (e.g. evidence for fulfilling requirements) some specific examples follow later in the presentation 6

Examples: 4.15 Internal reviews (audits) This requires that the contractor develops and implements an internal review process Having included each drill site in the review(s) Acknowledgement or sign-off of the review results by the client Action plans including deadlines and assigned responsibilities for nonconformities identified during the review(s) Effectiveness of action tracking, implementation in a timely manner etc. needs to be evaluated (ref. 4.16) 11

Examples: 4.11Equipment Maintenance This requires that the contractor has an equipment maintenance, inspection and calibration program Compliance to legislative requirements and manufacturer’s specifications Availability of written procedures for equipment manufactured by the Contractor Maintain a table, matrix, database, computer program and/or alternative administrative tool(s) for the maintenance, inspection and calibration Equipment is appropriate for the intended use and is reliable prior to use (ref. 4.8 Risk and risk management) 12
8. Using DEC as part of the INTERNATIONAL CERTIFICATION LTD. Contractor selection process High level: Access Contractor List on www.cdda.ca which indicates who is DEC certified Does not include details / specifics about a Contractor’s system Specifics: add certain system specific requirements to the RFP now that DEC requires to have different records for the 16 requirements, you can ask for details such as inspection programs, risks identification and evaluation method applied by the Contractor, etc. statistics, and not just safety, e.g. quality specific (breakdowns etc.) ask for performance indicators (ref. 4.10) etc. 13

Next steps in the INTERNATIONAL CERTIFICATION LTD. development of the DEC program - Solicitation of feedback from clients and other stakeholders - Compiling feedback from the implementation process - Compiling feedback from the auditing process - Review of changes / proposed changes in regulatory + statutory requirements Mandatory review and update of the Standard in 2014 as per Certification Regulation and DEC Standard In the meantime, FAQs are maintained on the CDDA webpage (includes also interpretations of requirements). 14
