Recommended Referendum Ballot Structure ▪ Question #1: – Must be ONLY projects that are well-supported by community – The question MUST be tax-payer neutral ▪ Question #2: – Offered to provide the community a choice on a new community fitness center if Question #1 is approved – This question will create an anticipated tax impact of $23.23/year on the average home • Avg McGregor ISD #4 home value = $186,800

The Future of Our Facilities Task Force Summary to School Board Financing Options - Goals: ❖ No Property Tax Increase ❖ Maximize Value to Community Financing Options Considered - Tools: ❖ Voter Approved – School Building Bonds ❖ Non-Voter Approved – Bonded Long-Term Facilities Maintenance Revenue (LTFM) ❖ No Tax Impact ❖ Ag2School Tax Credit ❖ Almost 14% of Bonded McGregor Project Debt Paid for by State of Minnesota ❖ Non-Voter Approved – Capital Facilities Bonds (Not accepted by Task Force) ❖ Paid for through Annual Operating Budget Financing Options Recommended: ❖ A two-question referendum ballot targeting August 2020 ❖ First question should be taxpayer neutral as requested via the Community Survey ❖ Second question should ask specifically for a community fitness center as there will be a tax impact to provide the public a choice to approve ❖ Use of bonded Long-Term Facilities Maintenance (LTFM) revenue does not create an increase in property taxes and allows for more to be completed
