Complete Streets Defined A Complete Street (CS) is one that provides safe and accessible options for all travel modes—walking, biking, transit and vehicles—for people of all ages and abilities. Improvements may be large scale (ie. corridor-wide improvements) or focused on the needs of a single mode.

Reward municipalities who have committed to adopting Complete Streets best practices through the Community Compact Program, while assuring underserved municipalities are served equitably by the program as anticipated by statute.
Complete Streets Funding Program Rewards Complete Streets Training and Policy Development Receive technical assistance through Baystate Roads workshops to develop of your community CS Policy. Prioritization Plan Development Gain up to $50,000 of funding towards technical assistance to develop your CS Prioritization Plan. Project Approval and Construction NTP Receive up to $400,000 per community for the construction of CS projects or elements in larger overall projects. Apply for Chapter 90 funding to expense design.
Complete Streets Framework Complete Streets Training and Policy Development Required Municipal Actions Due Date Attend Complete Streets 101 or 201 Training Jan 2016 – Jun 2017 Submit Complete Streets Policy Feb 2016 – May 2017 – Must be formally adopted – Subject to at least one public meeting – Approved by highest municipal elected official or board OR Submit a letter of intent to become a Complete Feb 2016 – May 2017 Streets eligible municipality – Allows municipality to qualify for technical assistance funding in Tier 2, while concurrently developing CS Policy and completing training *Program schedule may change as per MassDOT
Complete Streets Framework Prioritization Plan Development Required Municipal Actions Due Date Apply for technical assistance funding to develop Feb 2016 – Apr 2017 Complete Streets Prioritization Plan ( optional ) – Requires entering contract with MassDOT Submit Complete Streets Prioritization Plan Mar 2016 – Jun 2017 – Compile other studies (bike network plan, etc.) to identify gaps or needs in CS network – Generate “master list” of potential CS projects – Rank potential projects through municipal own prioritization process Submit list of prioritized CS projects on MassDOT Mar 2016 – Jun 2017 form *Program schedule may change as per MassDOT
Complete Streets Framework Project Approval and Construction NTP Required Municipal Actions Due Date Submit Tier 3 Project Application Form Feb 2016 – Jul 2016 Dec 2016, Mar 2017 and Priority List Submit CS Tier 3—Request for Construction Mar 2016 –Aug 2016 Dec 2016, Mar 2017 Funding Agreement – If Contract is requested in March of 2017 and NTP granted May 2017, it leaves 1 month for construction. Municipality may opt to submit for funding in following Fiscal Year Enter into Chapter 90 process with MassDOT District Local Aid office (complete and submit “Chapter 90” forms from District) including – Environmental punch list – Summary of bids – Reimbursement request – Final report *Program schedule may change as per MassDOT

Complete Streets Policy Elements and Scoring System Elements Points I. Vision and Intent 1. A vision and intention for how and why the community 10 wants to advance Complete Streets infrastructure. II. Core Commitment 2. Specifies that the transportation system serves “ all users ” 20 including pedestrians, bicyclists and transit passengers of all ages and abilities , as well as trucks, buses and automobiles. 3. Applies to all projects and phases , including reconstruction, 15 new construction, design, planning, maintenance, and operations, for the entire right of way. 4. Makes any exceptions specific and sets a clear procedure 10 that requires high-level approval of exceptions.

Is clear regarding what jurisdictions the policy applies to and 5 emphasizes the need for coordination. 7. Directs the use of the latest and best design criteria and 10 guidelines while recognizing the need for flexibility in balancing user needs. 8. Directs that Complete Streets solutions be context sensitive 5 and complement the community. 9. Establishes performance standards with measurable 5 outcomes.

Community Compacts A Community Compact is a voluntary, mutual agreement entered into between the Commonwealth and individual cities and towns to elevate partnerships, to work toward mutual accountability, reduce red tape, and to promote best practices. Agree to implement at least 1 out of 7 best practice areas over the next 2 years 4 points towards CS Policy Score
