Strengths of the RPP • This is the second draft submitted by Chile in 7 months. The R-PP is well written, very rich in information, consistent and responds to all of the key issues required by the FCPF. • R-PP is focused on forest degradation. The REDD+ strategy addresses the three main drivers of forest degradation: firewood extraction, livestock grazing and excess of wood harvesting, and presents options to diminish their impacts. It will be carried out at a subnational level, Maule and Aysén, and will expand to other regions if funds are available. • A solid institutional arrangement is proposed. CONAF will be responsible for most of the activities. It will lead the Bureau of Forests and Climate Change, integrated by various institutions and representation of Indigenous Peoples. • The consultation process and consultation plan is well explained in its objectives and methodology. It includes communities as well as the consideration of gender issues.
Strengths of the RPP • Strategic options include the development of project typology, depending on forest type. This will presumably facilitate participation of small landowners and indigenous peoples. • Reference level will be established based on an ongoing project, MAPs, that estimates emissions for the whole country as well as for each forest type. • For the MRV, various sources of data from the continuous forest inventory, and the cadastre will provide valuable information to the system. The cadastre was developed in 1997 and is reviewed on an annual basis. The forest inventory was first carried out in 2007 and will be actualized each 5 years. Detailed information provided by Universities and images generated by a Chilean satellite (high resolution) will be very useful.
Further work • It would be helpful to include non – governmental representatives of indigenous peoples in the Bureau of Forests and Climate Change. • Include some kind of description of forests owned by indigenous peoples and their current management practices. • It is suggested to include more quantitative information about degradation/ deforestation drivers for the selected regions.
