HO HOW W DO DOES ES TH THE E PR PROC OCESS ESS STAR ST ART? T? Request from citizens through the county engineer’s office Area of the LID is determined by citizens, engineer and assessor working together County engineer does a very rough approximation of costs – Need to include administrative costs – Hopefully it is the ‘high bid’
IN INTEREST TEREST PE PETITIO TITION ci circulated rculated by ci y citize izens ns Door to door or mailed MUST be signed by owners Needs to outline costs and payment options – Usually lump sum or over ten years through annual property taxes – Paid off upon sale or bought at tax lien sale
RESULTS SULTS Tabulated by engineering department Needs 60% positive response – ALL OWNERS, not just owners who signed If YES – Sets a public hearing date with the BOCC – Letter sent to owners about public hearing
PU PUBLIC BLIC HE HEAR ARING ING Comments pro and con – Beware of vocal minority BOCC determines if an election is to be held during the annual November election – If successful, cost of election is included in LID – If unsuccessful Up front deposit with clerk and recorder Recoup actual costs from owners County picks up cost of election
ELE LECTION CTION County attorney draws up ballot question County clerk includes election question to affected property owners & residents – MUST BE REGISTERED VOTERS IN THE LID DISTRICT
EL ELEC ECTIO TION if failed END OF LID Everyone takes their marbles and goes home
ELECTIO ECTION Successful County engineer hires an engineering firm for construction design and drawings County engineer writes and submits RFP for project Finance is involved in submitting RFP to bond companies for necessary bonding work
continued RFP’s are reviewed – Winner is accepted Final cost projections are tabulated – RFP is sent to bank for bidding on financing Compare rate & terms – select bank – Lot assessments are calculated Word of caution: determine status of lots with zero density – Letter mailed to all property owners indicating total cost, cost per lot, interest rate, annual payment amount if paid over life of LID.
continued Public hearing is set with BOCC for final per lot assessment – Resolution establishes LID and final assessment Treasurer establishes LID in tax roll certification – Determine nomenclature Examples – SEP-Summit Estates Paving – SRWD: Snake River Water District – TCWD: Timber Creek Water District
BO BOND ND PA PAYMENTS MENTS Established by bonding company 1 st of every month a check is written to bank for LID funds collected June 15 th : Bank submits interest payment statement for payment

TI TIMELINE MELINE YEAR 1 – Establish LID and have November election – Petition MUST be in county’s hands by end of May if ballot question is to be on November General Election ballot of the same year Needs preplanning by interested citizens to meet May deadline – Develop scope of work, draft letter to property owners, meet public noticing requirements – Hire engineering firm to develop design and construction drawings
TI TIMELINE MELINE YEAR 2 – February: Bid project for construction management and construction – June: Start construction – September: Complete Construction – October: Set final per lot assessment based on actual costs

TI TIME MELINE LINE YEAR 3: Pay first installment of assessment as noted on property tax bill. – Collect pre-pays by established date Timeline is dependent on scope and complexity of work
