Ambulatory Surgery Center: Site, Parking and Traffic
Ambulatory Surgery Center Project ● Who is involved? ● Joint venture between Lawrence Memorial Hospital, Shields Health Care, and surgeons ● What happens in an ASC? ● Scheduled, day surgeries like colonoscopies, ear tubes, and knee ligament repair ● Lower cost, high-quality healthcare for patients ● ASC does not mean ambulances ● Outpatient care = future of healthcare ● ASC will be for-profit and will generate tax revenue for the city ● The hospital maintains its not-for-profit status 7

Parking and Traffic Study Goals ● Goal of the study is to estimate and quantify the incremental impacts of the Proposed Project on the area roadway network and on-campus parking ● Existing conditions ● Plus newly constructed ASC fully operational ● Plus ASC fully operational + new/expanded LMH services ● Peer review to be conducted by separate firm selected by the City 14

Total Project Generated Vehicle Volumes ● The full-build Project, inclusive of ASC and new LMH services, net-new generated trips are approximately 36-41 vehicles/hour during weekday peak periods (approximately 0.7 vehicles per minute) ● As a comparison, the intersection of Governors Ave/Lawrence Rd processes 1,750-1,800 peak periods vehicles 21

Next Steps: Ambulatory Surgery Center State • Jan. 9, 2019, Public Health Council votes on DPH staff recommendation City • LMH/Shields will submit project scope and planning level design to City Officials • The public permitting process is anticipated to include review by the Community Development Board, the Board of Appeals and the City Council 28
Next Steps: Emergency Department • Notification to stakeholders on November 7, 2018 • Formally filed with the state on December 7, 2018 • 90 day review process by Department of Public Health • Department of Public Health scheduling a public hearing on January 2, 2019, 6PM Lawrence Memorial Hospital School of Nursing 29
