Program Administration by States The goal of the Act is to establish efficiencies in federal disaster recovery programs that will expedite the Hurricane Sandy recovery process and future disaster recovery nationwide, and to reduce costs. Applicants must submit applications to FEMA within 90 days of the publication of the FOAs.

State Facilities in the Floodplain • What? – Produce guidebook to help state agencies evaluate flood risk at individual facilities & develop options for mitigation measures – Hold 2 workshops to demonstrate use of guidebook at flood-prone state facilities – Produce summary report of workshops – Conduct detailed structural evaluation of up to 3 state buildings in flood hazard areas and produce a report for guidebook on each building identifying vulnerabilities and possible mitigation options – Prepare interim amendment to SHMP

State Facilities in the Floodplain • How? – Funded by FEMA through a HMGP planning grant under 2009’s severe storms, flooding, tornadoes and straight-line winds disaster (DR-1831) – Grant was originally intended for other purposes but did not get implemented by the state – Scope of work was changed by state and approved by FEMA, April 2013
