It Begins with an Assessment • Our nation faces threats & hazards, including acts of terrorism, cyber attacks, pandemics, and catastrophic natural disasters • Through events like 9/11, Katrina & Columbine our approach to emergency management & preparedness have changed • Communities now must assess, plan, build, sustain, and deliver core capabilities through the National Preparedness System (NPS) • The Threat and Hazard Identification Risk Assessment and Stakeholder Preparedness Review (THIRA/SPR) is the 1st step • Assesses 32 core capabilities across 5 mission areas: Prevention, Protection, Mitigation, Response, and Recovery
