  4.  Constitution of Iraq Article 9 part.1,e Quotation The Iraqi Government shall respect and implement Iraq ’ s international obligations regarding the non-proliferation, non-development, non- production, and non-use of nuclear, chemical, and biological weapons, and associated equipment, materiel, technologies, and delivery systems for use in the development, manufacture, production, and use of such weapons . 4

  5. • Governmental agency responsible since 2004 for Following up the Implementation of Iraq ’ s obligation under non- Proliferation International treaties and convention and the Implementation of SCR 1540(2004). • Working as a coordinator with and between all Iraqi ministries and International agencies . • The National Monitoring Authority for Non-proliferation Act No.48 was issued in 2012 with the instructions for implementing this act to prevent the proliferation of weapons of mass destruction. 5

  6. • First: Establishing and maintaining a national system of monitoring, investigation and inspection that shall enable Iraq to comply with its obligations pertaining to non-proliferation of WMD conventions and treaties. • Second: Developing regulations and mechanisms for issuing licenses and establishing a comprehensive mechanism process for monitoring exports and imports related to dual-use materials and equipment • Third: Monitoring the related peaceful activities to ensure prevention of converting into any of prohibited activities • Fourth: Building programs to minimizing WMD threats and to prevent non- State actor to acquiring WMD and related materials. In this regard, it has started to hold workshops inside and outside Iraq on WMD threats control and on UNSCR 1540 (2004) 7

  13. • CBMs o CBMs Preparation  INMA send official letter to the sites covered by CBMs on mid- January, annually.  Distribute CBMs forms according to the site activities . INMA receive completed CBMs on mid – February for verification of  information . INMA Send CBMs to ministry of foreign affairs on mid – March and  submit to ISU before the mid-April per year. 14
