Purpose • Being able to quantify the cost and benefits from health care interventions is critically important for making decisions in today’s healthcare environment. • To help Public Health Departments understand how to measure and incorporate costs and health outcomes into their decision making, we are offering a two day workshop: • Day 1 – Cost analysis and budget impact analysis for Public Health Programs • Day 2 – Return on Investment and cost effectiveness analysis for Public Health programs 2
Proposed dates… • September 24 th and 25 th • At UC Merced • Cost: $100 per day – Includes parking and food – Does not include accommodations or travel – CDPH has indicated that they can provide some financial support for 1422 and 1305 sub-awardees 3
Day 1 – Cost Analysis • Presenters: – Paul Brown, Professor of Health Economics and Public Health – Van Do-Reynoso, Director of Public Health, Santa Barbara County • Topics covered: – Overview of costing methodologies (Resource based costing, costing of hospital services using OSHPD data, and costing of caregivers and informal care) – How to cost Public Health programs and interventions and develop a cost of illness analysis or budget impact analysis • Outcomes: – Understanding approaches and techniques for conducting a cost if of illness or budget impact analysis 4
Day 2 – Return on Investment • Presenters: – Paul Brown, Professor of Health Economics and Public Health • Topics covered: – Options for measuring outcomes or benefits from Public Health programs and interventions – Combining cost and outcome information to identify the Return on Investment or Cost Effectiveness of the intervention – Place of this information from Public Health programs and interventions • Outcomes: – Understanding of approaches and techniques for quantifying outcomes from Public Health programs and interventions – Knowledge of how to combine this information into decision making using Return on Investment or Cost Effectiveness analysis 5
Follow-up for participating organizations – Project • Public Health Departments will be asked to bring a project – Cost analysis and/or Return on Investment • UC Merced researcher will work with Public Health Department over subsequent months • Reconvene in early December to review results 6
Follow-up for participating organizations – Additional Training • October 8 th to 11 th • Advanced training in cost effectiveness analysis – Training using Excel and TreeAge • Aimed at fiscal analysts and technically proficient members of PH Departments • Cost – $300 plus TreeAge Software License (approximately $250) 7
