Necessary activities 1 . To think how to mitigate damage caused by water-related disasters which have been increasing and intensifying recently considering challenges in the regions 2. Development and improvement of hydrological/hydraulic models and methodologies for analysis of flood/drought phenomena in consideration with climate change and actual operation in the countries. 3. To support Local Practices with Capacity Building 4
Two critical points for Flood Early Warning Two critical components : 1. Forecast lead time Lead time is a preparation time we can make necessary mitigation activities before flood damage occurs after being informed of a warning 2. Forecast accuracy ・ Onset of flooding ・ Peak discharge (magnitude) ・ Duration of flood 5
Flood Forecasting for Early Warning Forecast lead time HOURS DAYS WEEKS Increasing forecast lead time, increasing potential response and loss reduction 6
The journey of the IFI initiative May: XIVth WMO Congress welcomed 18-22 Jan 2005 the initiative and suggested to establish Inauguration of IFI at a joint UNESCO/WMO Committee on WCDR in Kobe Floods. The proposed ICHARM will WMO/UNESCO/UNISDR constitute a global facility for this /UNU programme. 2004 > 12-14 Jul : Preparatory meeting in Tsukuba . 2003 A joint UNESCO/WMO task team (6 members) produced a concept paper "The Joint UNESCO/WMO Flood Initiative (JUWFI)" > 20-24 Sep : 16 th IHP-IGC approved the 17-22 Jun : 15th UNESO-IHP concept paper and renamed as "The 2002 IGC Resolution XV-14 on Joint International Flood Initiative (IFI)". UNESCO/WMO Programme on > 20-29 Oct : 12th WMO CHy discussed the Floods Concept Paper 7
