Responsibilities and Authorities of a PA ELO 1 IPMS – Performs a range of industrial property administration functions over an assigned contract or group of contracts involving property management by one or more contractors – Incumbents of these positions are not responsible for the overall property administration function Property Administrators – Designated as the Government representative in matters pertaining to the administration of the contractor’s management and control of Government property – Full responsibility for planning and executing overall property administration function for all assigned contracts

(a) The appropriate agency authority shall appoint or terminate (in writing) property administrators and plant clearance officers. DFARS 201.670 (b) In appointing qualified property administrators and plant clearance officers, the appointing authority shall consider experience, training, education, business acumen, judgment, character, and ethics. – The Defense Acquisition Workforce Improvement Act (DAWIA) was signed into law in November 1990. It requires the Department of Defense to establish education and training standards, requirements, and courses for the civilian and military workforce. 4
