PLASTIC AND OTHER LITTER IN THE ENVIRONMENT IS UNACCEPTABLE PLASTICS DELIVER SIGNIFICANT SOCIETAL BENEFITS, INCLUDING: • ENERGY, GREEN HOUSE GAS AND RESOURCE SAVINGS; AND, • INNOVATION THAT IMPROVES HEALTHCARE, REDUCES FOOD SPOILAGE AND IMPROVES QUALITY OF LIFE. TO RECEIVE THESE BENEFITS, PLASTICS MUST BE RECOVERED SO LITTER DOES NOT THREATEN NATURAL ENVIRONMENTS
PLASTICS PACKAGING CAN HELP REDUCE FOOD WASTE SOURCE: PACKAGING IN PERSPECTIVE, ADVISORY COMMITTEE ON PACKAGING SUPPORTED BY INCPEN
GLOBAL DECLARATION UNITED PLASTICS INDUSTRY ACTION • Announced at UN/NOAA Marine Debris Conference, March 2011 • 6 point strategy for industry action • Advocates close cooperation with range of stakeholders to create solutions • 65 associations from 34 countries • ~260 projects launched/on-going since 2011
GLOBAL DECLARATION CONTENTS WORK AREAS: 1. Contribute solutions through partnerships to prevent marine debris; 2. Research to understand scope, origin, impacts; 3. Promote policy & enforcement of existing laws to prevent marine litter; 4. Spread knowledge of efficient waste management systems; 5. Enhance recycling and energy recovery opportunities; and, 6. Steward plastic pellets from supplier to customer.

PARTNERSHIPS CONTRIBUTE SOLUTIONS THROUGH PARTNERSHIPS TO PREVENT MARINE DEBRIS
WASTE FREE ENVIRONMENT PARTNERSHIPS AND RAISING AWARENESS • Clean up campaigns with a strong educational component organized by GPCA members in cities around the Arabian Gulf and in countries where GPCA members have affiliates (China, Singapore, India, The Netherlands) • In 2016:
MARLISCO PARTNERSHIPS AND RAISING AWARENESS • Educational project designed to inspire action by raising awareness for the problem of marine litter • Active in 15 European countries • http://www.marlisco.eu/
DON’T BE A LITTERBUG - MALAYSIA PARTNERSHIPS AND RAISING AWARENESS • Malaysian Plastics Forum (MPF) program • Launched in 2012 • https://www.facebook.com/DontbeaLitterbug/
RESEARCH RESEARCH TO UNDERSTAND SCOPE, ORIGIN, IMPACTS
SUPPORTING RESEARCH
HAWAII LITTER STUDY SOLID WASTE & STORM WATER MANAGEMENT • Field survey of 400 mi of Oahu • Interviews with local officials, NGOs, and document reviews • Study identified un-lidded trash cans as a major source of litter, for example • Implementing solutions
ASSIST PROPER WASTE MANAGEMENT PROMOTED: • Sustainable materials management as a solution to marine litter; • Best practices for recycling; and, Sustainable Waste • Harmonizing policies to help Management/Urbanization Panel develop local recycling and Senior Officials Meeting – recovery opportunities September 2015 Cebu, Philippines
ASSIST PROPER WASTE MANAGEMENT: UNEP Best Available Technologies and Best Environmental Practices for Waste Management to Prevent Marine Litter
PROMOTE POLICY PROMOTE POLICY & ENFORCEMENT OF EXISTING LAWS TO PREVENT MARINE LITTER
PROMOTING POLICY IN THE US • Supported “ Microbead-Free Waters Act of 2015” • Supported reauthorization of the Marine Debris Act • Supporting additional NOAA research funding
