AB 915 – TRAVEL RESTRICTION Source: ESPIAC Chair / Redlands ESP Association Chapter President • Removes outside California travel restrictions for classified and • certificated employees currently receiving workers' compensation payments by striking the following language from four locations in the Education Code: Any employee receiving benefits as a result of this section shall, during periods of injury or illness, remain within the State of California unless the governing board authorizes travel outside the state.

AB 2393 – PATERNAL LEAVE • Co-Sponsors: CTA, CSEA, SEIU, FACCC, AFSCME, and CFT • Provides public school employees with up to twelve weeks of paid parental leave for both new mothers and fathers, by allowing them to use “differential pay” during parental leave. • A secure bond between babies and caregivers ensures a child will feel secure, understood, and safe; this results in eagerness to learn, healthy self-awareness, trust, and empathy.

AB 2835 – MANDATORY ORIENTATION • Co-Sponsored by CTA, CSEA, SEIU, AFSCME, and the California Labor Federation • Requires public employers provide newly hired employees an orientation within 2 months of hiring. • The mandatory orientation is: • conducted in-person, during the regular workday at the worksite • scheduled with union agreement and with 10 days notice to the union. • During the mandatory orientation, the union is permitted to make a presentation of 30 minutes within one hour of the start of the orientation, and controls the content of this presentation.

AB 709 – CHARTER ACCOUNTABILITY • Co-Sponsored by CTA and CSEA but vetoed by Governor Brown • Requires charter school governing board members to comply with: Brown Act (Open Meetings), Public Records Act (Open Books), Political Reform Act (Declare Financial Interests), Government Code 1090 (Subject to Criminal Prosecution for Self-Dealing) • Provides that an employee of a charter school (Example: Teacher) is not disqualified from serving on the governing board. They must abstain from voting on, or influencing or attempting to influence another member of the governing board concerning any matter affecting his or her own employment

AB 2754 – UNION DECERTIFICATION • Requires a public employee union to hold an election to be voted on by members every two years to determine if the current union should continue to represent them or alternately select another public employee union to represent them • The idea of having constant jockeying about which union will represent the workers would be incredibly disruptive to school communities; CTA opposed and defeated this proposal.

AB 2197 - UNEMPLOYMENT INSURANCE • Removes the prohibition preventing classified school employees from receiving unemployment insurance between school years. • CTA supported AB 2197. • Governor’s veto message: “This bill creates several conformity issues with federal Unemployment Insurance laws which could result in sanction from the federal government, including the loss of significant tax credits for California’s employers.”
