Priority Activities for Collaboration: DST and NDoHS Climate Change Flagship Projects in the Human Settlements Sector; • DST to support the NDoHS and participate in the committee meetings with DEA; Off grid Green Village / Settlement Demonstration Project • NDoHS to support DST in demonstrating innovative green settlements 1x1 flagship • NDoHS to support the DST in its engagement with provinces / municipalities and choosing the site, buy in and financial support (co-investment) Science, Technology and Innovation for Human Settlements Roadmap • NDoHS and the Research Chairs to support DST in the definition of this strategic exercise, nominate a Dept. representative to the project governance Science, Technology and Innovation for Human Settlements Landscape Study • NDoHS to be aware of the study and appoint a representative to participate in the project team, DST to share the findings of the study
Strategic Context for STI4SHS Roadmap • NDP: Eradicate decaying basic services infrastructure and homogenous and sterile living spaces; • NDP: Integrate innovation to improve access and the quality of delivery of basic services; In responding to the NDP, the Water and Sanitation ten year plan requires that innovative and inclusive service delivery models driven by research and technology especially with regards to alternative solutions to ensure universal coverage should be considered. • B2B: Increase skills and capacity at municipalities to increase performance; • The planning, implementation and maintenance of basic infrastructure for sustaining basic standards of living and economic activity of communities, towns and cities. Municipalities should develop basic standards and service delivery plans, establish performance indicators for the delivery of basic service such as water, sanitation, electricity, waste management, transport etc. • B2B Key Performance Areas include ; Basic Service Delivery, Good Governance, Public Participation, Financial Management & Capacity Dev.
Strategic Context for the STI4SHS Roadmap Cnt’d • STI White Paper 1996: Create an enabling policy environment for adoption of appropriate and validated innovative technology solutions to improve service delivery and the quality of life; • Govt. MTSF Outcomes: Outcome 9, responsive, effective and efficient local government system, Sub-outcome 1: Members of society have sustainable and reliable access to basic services; Sub-outcome 2: Intergovernmental and democratic governance arrangements for a functional system of cooperative and participatory democracy strengthened; Sub-outcome 3: Sound Financial and Administrative Management; Sub- outcome 4: Promotion of social and economic development. • 9 Point Plan ; State reform and boosting the role of state owned companies, information and communication technology infrastructure or broadband roll-out, water, sanitation and transport infrastructure.
Strategic Context for STI4SHS Roadmap Cnt’d • Sustainable Development Goal 11: Making cities inclusive, safe, resilient and sustainable. In 2030, cities should offer opportunities for all, with access to basic services, energy , transportation through carbon neutral approaches. Goal 6: Ensure access to water and sanitation for all. • New Urban Agenda: Innovation, Data and technology, use of internet, new modes of mobility, renewable energy • General Household Survey (GHS) t he progress achieved between 2002 and 2015 includes a 77.1% to 85.5% increase in number of households with access to electricity ;
Problem Analysis – Global Challenges Global water demand to increase by 40% in the next 2 decades • (McKinsey. com) Demand for water in SA to reach 17.7 billion cubic metres in 2030 • against the current supply of 15 billion cubic metres (Wateringearth.org) Today over 200 million people do not have access to safe drinking • water and 2.5 billion cannot access sanitation (Wateringearth.org) NDoHS MTSF targets 1million housing opportunities • PICC Cabinet resolution to use Innovative Building Technologies for • schools, public facilities, clinics and targeting 60% in these sectors 11
