What is a General Plan? Governing document that establishes policy regarding the future of a city. 9 Required Elements in California Land Use, Circulation, Housing only element that must be updated every 5-10 years Conservation, Open Space, Noise, Safety, Environmental Justice and Air Quality Optional elements can be included
The Housing Element The housing element implements the declaration of State law that “the availability of housing is a matter of vital statewide importance and the attainment of decent housing and a suitable living environment for all Californians is a priority of the highest order” (Gov. § Code 65580) Housing element updates must be consistent with other General Plan elements, thus each update may improve efficiency by ensuring consistency.
Housing Element – City Goals & Policies Safety – Provide safe, decent shelter for residents. Policy 1.1: Assist those citizens unable to obtain safe shelter on their own. Program 1.7: Continue to support local and regional solutions to homelessness by funding programs.
Housing Element – City Goals & Policies Affordability – Accommodating affordable housing production that helps meet the City’s quantified objectives. Policy 2.4: Encourage housing production for all financial strata of the City's population, in the proportions shown in the Regional Housing Needs Allocation. Program 2.7: Continue to implement existing procedures that speed up the processing of applications, construction permits, and water and sewer service priorities for affordable housing projects.
Housing Element – City Goals & Policies Conservation – conserve existing housing and prevent the loss of housing and the displacement of current occupants. Policy 3.1: Continue to encourage the rehabilitation, remodeling or relocation of sound or rehabitable housing rather than demolition. Program 3.8: Adopt an ordinance that implements policy 3.2 to discourage removal or replacement of affordable housing.
The Housing Element The CA Department of Housing and Community Development (HCD) holds unique authority over this element Cities and counties must submit annual progress reports to HCD annually HCD reviews and certifies housing elements The housing element must be revised and submitted to HCD periodically on a 4, 5, or 8 year cycle The housing element provides a holistic view to compliment other elements in an effort to work towards local goals, such as promoting infill development, Transit Oriented Developments, and healthy, safe, and equitable communities!
RHNA & The Housing Element ▪ Regional Housing Needs Allocation (RHNA) ▪ CA State law requirement to for local jurisdictions to develop programs and policies to meet a determined housing number by the region’s council of governments (SLOCOG in San Luis Obispo County) ▪ RHNA process seeks to ensure that each jurisdiction accepts responsibility (within its physical and financial capacity to do so) for the housing needs of its current and future residents ▪ Allocations are included in each jurisdiction’s Housing Element ▪ Plans, policies & standards are created from Allocation and included in the Housing Element to help meet the housing needs

How Can You Get Involved? ▪ Updated Housing Elements are (tentatively) due to HCD December 2020 ▪ These updated housing elements must include: 1. New 6 th Cycle Regional Housing Needs Allocations 2. Updated plans, policies, & standards to implement ▪ Opportunity for community members to be part of the dialogue with regards to future housing development ▪ Community engagement & participation is required as part of this process! ▪ Contact your local jurisdiction to get specific information on their timeline.
