Regional voices were the main basis for conference decisions 1. notwithstanding the voice of individual countries and sub-regions. It is therefore crucial to enhance the African regional voice by robust preparations. Much of the conference decisions were in line with the African 2. common proposals or at least did not have a heavy negative impact. April 2016 Slide 6 of 17

Africa did remarkably well in terms of preparations and performance at WRC-15 However, like everything else, there is need for continuous improvement General preparatory strategy philosophy is similar to that for WRC-15 but with introduction and emphasis on (six) working groups (Preparatory Groups, PGs) April 2016 Slide 8 of 17

Six (06) ATU WRC-19 Preparatory Groups (one each for the 6 chapters of CPM), ( taking into account expertise of individuals and also fair geographical distribution to the extent possible ). Main terms ms of references ences of worki king ng groups ups: 1. Conduct continuous technical rigorous preparations for WRC-19 issues 2. Assist AfriSWoG in developing recommendations to APMs on best ATU view/position 3. Spearhead AfriSWoG drafting of ATU common contributions to ITU April 2016 Slide 10 of 17
