• Section 8.1-2 Assessment Criteria makes this distinction • Objectives and Policies in Chapter 19 supports this distinction: • "The City’s historic heritage shall be protected from the adverse effects of subdivision, use and development by having regard to… The magnitude or scale of an effect in relation to the values and significance of the item.” Policy 19.2.1a • Distinction must be carried through to the rules for Heritage items • Requests that rule 19.3 h) be amended to “Discretionary” • Section 42A Planners Report recommends that this amendment be accepted
• Changing requirements for heritage items • RMA 1991 Section 5 – sustainable management of resources must enable people and communities to provide for their wellbeing, health and safety • Amending Rule 19.3 h) will provide options for owners and administrators and promote the purpose of the RMA 1991
