NESHAP National Emission Standards for Hazardous Air Pollutants The most challenging rule facing the U.S. cement industry Significantly lowers emissions limits of Hazardous Air Pollutants (HAPs) Final revised rule released: February 2013 Technical revisions to rule due: June/July 2015 Compliance deadline: September 9, 2015 – Title V Air Permit modification to include NESHAP will be published and open for comment this summer Neil Hodgson 4 June 30 th 2015

NESHAP: Particulate Matter Electrostatic Precipitator (ESP) – Structural and internal repairs – Revised controls Clinker Cooler Baghouse and upstream equipment/ducting – Revised Baghouse Controls – Replaced tubesheets and style of bag Modified Gas Conditioning Tower Controls (in progress) – Improved moisture control increases ESP performance Latest round of stack testing indicates plant will comply with new NESHAP limits – Continuous Parameter Monitoring Systems (CPMS) and annual stack tests to demonstrate compliance – 30 Day rolling average compliance criteria Neil Hodgson 8 June 30 th 2015

NESHAP: Mercury Shuttling system installed to remove kiln dust from Electrostatic Precipitator and Gas Conditioning Tower - Normally re-used in kiln - Now transported to finish mills and incorporated into cement Only needed when plant is combusting coal Decreases amount of mercury re-volatilized in gaseous emissions from kiln Modified Gas Conditioning Tower Controls (in progress) – Improved temperature control increases mercury capture Mercury Sorbent Trap System installed on Kiln Electrostatic Precipitator to monitor compliance – 30 Day rolling average compliance criteria Neil Hodgson 11 June 30 th 2015
Other Areas of Focus Dioxins/Furans – No change in limits and monitoring – We continue to be in compliance Total Hydrocarbons (THC) – Raw material monitoring and substitution used to comply with standard – Continuous Emissions Monitoring Systems installed on Kiln Electrostatic Precipitator to monitor compliance – Prior stack testing demonstrates plant will comply with revised standard Neil Hodgson 12 June 30 th 2015
