  7. 7 Penlink Project Cost The November 2013 business case for implementation of Penlink concluded the project: • Achieved the strategic objectives of improved travel times, improved network performance and the promotion of economic activity. • Had a sound economic case with a benefit cost ratio (BCR) of 2.9, giving it a Medium efficiency funding rating in terms of the NZTA funding profile at the time. • The project was given an HMM profile in the LTP. Total design and construction costs were estimated to be $282m plus contingency of $72m. Funding of the project through a tolling regime and private financing was considered. However funding constraints consigned the project to the second decade in the LTP.
